Zajednica opština Crne Gore (ZOCG) je, pored organizovanja obuka i mentorstva zaposlenima, uvela novi format podrške opštinama za obavljanje različitih visokostručnih poslova. Riječ je o ekspertskoj pomoći za pripremu konkretnih projektnih ideja, projektnih zadataka i tenderske dokumentacije u zahtjevnim oblastima kao što je životna sredina, saobraćaj, turizam, digitalizacija i slično, čime se premošćava problem kadrovskog deficita u opštinama i obezbjeđuju uslovi za njihov brži razvoj.

As part of the support for addressing ecological issues, tender documentation has been prepared for the Municipality of Rožaje for the relocation and remediation of the „Mostina“ landfill. In addition, conceptual solutions have been prepared for the long-term development of the Štedim ski region based on the best practices from ski centers in Austria, Italy, and Slovenia, as well as an e-mobility project called „ECO bus“ intended for organized transportation of school children and elderly residents.

Consultations on wastewater management and regional waste have begun in Berane and Bijelo Polje, while a project idea has been proposed to the Municipality of Kotor to address the issue of losses in the water supply network.

Expert assistance has been provided to Gusinje, Petnjica, Plav, and Rožaje in preparing project applications for non-refundable funds from the Japanese Embassy through the POPOS program, enabling these municipalities to secure necessary equipment and municipal vehicles.

For Gusinje and Kotor, the drafting of statutes and strategic plans for the establishment of LAGs – local action groups representing a partnership of the public, economic, and civil sectors focused on the development of specific rural agricultural areas is underway. This documentation creates conditions for residents of these areas to draw funds from European IPARD funds in the upcoming period. The experiences of Slovenia and Croatia are being utilized for the development of LAGs, and preparations are underway for the creation of a local development strategy for LAG Boka (Kotor–Tivat–Herceg Novi).

For Plužine, the preparation of the Project Task for the development of a study on the tourist-recreational zone with a gondola, lake, and eco-tourism facilities has begun.

Through expert engagement, support has been provided to municipalities in establishing realistic foundations for the gradual introduction of modern technologies that facilitate administrative work through the DMS system. A project task has been created for the „Digital Twins“ project aimed at developing local communities through the establishment of a technologically advanced – AI unique web-based platform for interactive virtual tours, which allows for the digital representation of local potentials through spatially oriented multimedia experiences. The public sector thus gains an additional communication channel with citizens and visitors, reduces the burden on administrative capacities, and improves information accessibility 24 hours a day.

A project idea has been prepared for the Municipality of Bar for a future smart interactive application that will serve as a digital guide and simplify communication between citizens and local government. Other municipalities have been presented with models of advanced software that can accelerate the search and processing of extensive municipal documentation in the future, thereby reducing operational costs and speeding up the resolution of citizens’ requests.

In the Municipality of Nikšić, where the SteelCityZen project for labor market diversification is being implemented, participation has occurred in the preparation of documentation for conducting the tender procedure according to European rules for engaging lecturers at a transnational workshop.

Thanks to expert support, a project task has also been created for the feasibility study for connecting healthcare, tourism, agriculture, environmental protection, and healthy lifestyles in rural and other areas of all Montenegrin municipalities. This is a project financed by the Association of Municipalities of Montenegro. The most favorable bidder has already been selected, and based on the completed study, the Association of Municipalities will prepare proposals for sustainable local development policies in all 25 municipalities, thus contributing to ensuring Montenegro’s competitiveness in the European market.
