A good preseason instills optimism, but prices and quality remain a contentious point.

The summer tourist season in Montenegro is gaining momentum. The first indicators instill optimism, as good attendance is already recorded in the pre-season. However, the tourism industry still faces the challenge of service quality, as well as infrastructure issues, experts point out.

Tourism expert Petar Golubović believes that the strategy should be focused on premium tourism, that is, high-class tourism.

„As a destination, we definitely need to work on the concept of ‘high value’ tourism where the numbers, so to speak, won’t matter; we won’t chase numbers in terms of arrivals or overnight stays, but we will talk about how much tourists actually spend. And here we are talking about premium tourism, about luxury tourism. We are talking about Montenegro as a destination that is limited by its main resource, which is space, where we have very few resources, so it is much better for us to have one person, one tourist who will hypothetically spend ten thousand than ten people who will spend a thousand euros each. Why? Because our infrastructure cannot withstand mass tourism,“ explains Golubović.

He believes this leads to a counter-effect: that we have too much crowding and dissatisfaction among people who have come to a destination we want to present as a premium destination.

His colleague, tourism expert Ivo Županović, believes that we still have not reached and do not have enough understanding of the relationship between price and quality.

„I think we are still operating with some high margins, which the statistics in the domain of inflation from 2022 to 2025, and even 2026, clearly indicate, showing that we have almost fifty percent price growth, which is extremely high,“ emphasizes Županović.
