Crna Gora je formalna predvodnica u pregovorima sa Evropskom unijom, ali taj status nije praćen proporcionalnim napretkom u oblasti vladavine prava. Prevladava pristup brzine naspram suštine, a ambicija da se pregovori brzo završe nosi rizik tehničkog zatvaranja poglavlja bez stvarne transformacije, što dovodi u pitanje održivost procesa, posebno u kontekstu vlasti u kojima postoji značajan broj „veto igrača“, izjavila je Daliborka Uljarević, izvršna direktorica Centra za građansko obrazovanje (CGO) na današnjem panelu „Spremni za proširenje? Put Albanije i Crne Gore ka EU“, koji je organizovala Friedrich Ebert fondacija u Briselu.
