U Akciji za ljudska prava (HRA) ističu da usvajanjem izmjena Zakona o unutrašnjim poslovima i Zakona o Agenciji za nacionalnu bezbjednost, crnogorska vlast je dozvolila partijsku prevlast nad bezbjednosnim sektorom po cijenu ljudskih prava na pravičan postupak, privatnost i sudsku kontrolu vlasti.
