"When the investment fee has not been calculated for such a large project and when the contract with the "Regional Water Supply Company" has not been signed, then we cannot speak of a misunderstanding, but rather of an issue of legality, responsibility and relations towards the state," he points out in the statement.
Although, as he says, he believes that in this case it was necessary to prepare an Environmental Impact Assessment Study, even the measures of the solution adopted by the Environmental Protection Agency were not respected, for which the environmental inspection has already carried out inspection supervision and submitted adequate reports. He adds that, among other things, the non-disturbance of the coastline was not respected, which the Environmental Protection Agency required, but which, obviously,
"Not to mention the threat to the authentic environment protected by UNESCO. And on top of all that, arrogance towards the "Regional Water Supply", which, to my great satisfaction, as a minister, Director Radović did not allow, thus protecting one of the most important state-owned enterprises, but also sending a clear message that there are no privileged people when it comes to the application of the law," said Ćulafić.
Although, as he states, this is an investor whose projects have already been the subject of a significant number of disputes, bans and state warnings, it is time for the state to make it known that inherited practices are over, and that the state is being led by some new people for whom the protection of Montenegro, its laws, and thus its interests, is a priority.
"It is unnecessary to say who and how created the feeling of untouchability among individuals in the state, the answer is self-evident. It was created by a system of privileges in which some people grew up believing that the state can be transformed into the private without the full truth and without full responsibility," he concludes in the statement.
