The Tenants’ Association views this project as one of the most important issues of housing policy in Montenegro, as for the first time in a long while, there is talk of the possibility for a significant number of citizens with unresolved housing issues to approach a real solution.
In that sense, there is support for the Velje Brdo project, but it is not unconditional. It is tied to one key principle — that this project must be fair, clear, and equally accessible to those for whom it is intended.
Because at the core of the entire discussion are not numbers, procedures, or technical models, but people.
People who have been waiting for years.
People who have no alternative.
People who have been outside the affordable housing system for too long.
In Montenegro today, there are about 60,000 tenant households living with constant uncertainty about their housing status. For them, every concrete housing project is not a political issue, but a matter of life.
Therefore, the Tenants’ Association clearly states: the Velje Brdo project cannot be viewed solely through technical, legal, or political frameworks, but primarily through its social purpose — whether it truly addresses the problem of the people it is intended for.
At the same time, the Tenants’ Association clearly emphasizes that without transparent, pre-defined, and publicly available criteria, as well as without precise rules that prevent abuses, no housing project of this scale can have the full trust of the citizens.
Transparency, however, does not mean stopping the process. On the contrary — it is a condition for the process to succeed at all.
That is why we call on all participants in the public discussion to keep the focus on the essence, which is the construction of a system that will enable a fair distribution of apartments and a real solution for those who have been waiting for years.
The Tenants’ Association of Montenegro will not engage in political or interest-based interpretations of this project. Our only interest remains clear — to ensure that Velje Brdo becomes a real solution, not just another missed opportunity.
And that is precisely why we will continue to insist on three principles:
fairness, transparency, and real availability of apartments to those who need them most.
Because in the end, this is not a question of a project.
This is a question of the lives of tens of thousands of families who are still waiting for their home.
