Klikovac stated that an individual without documentation exchanged his undeveloped plot of land for a plot in the Capital City where a 3,600 m² building was planned.
"The director of Putev doo Zečević agreed on the location with a friend – the owner of the plot – without a public tender; the plot exchange was carried out, and the new land owner found an investor to build the building. When the building is completed and the apartments are sold, the former owner of the rock quarry in Medun becomes a millionaire. With one decision of the Capital City of Podgorica, a land exchange, an agreement by the director of Putev doo, Podgorica loses a valuable plot, and an individual earns at least two million euros overnight," said Klikovac.
He told citizens that if they own uncultivated land or a quarry, they can ask the Capital City of Podgorica about the possibility of an exchange, given the rising price of housing in the city.
"The price of a square meter in Podgorica is rising. Become millionaires," Klikovac concluded.
