The Western Balkans Cyber Capacity Center (WB3C) is a regional initiative founded by France, Slovenia and Montenegro with the aim of strengthening cyber resilience in the Western Balkans. Through training programs, strategic dialogue and operational cooperation, WB3C supports governments and institutions in the region in the areas of cybersecurity, the fight against cybercrime and cyber diplomacy.
The foundations of this initiative were laid back in 2023, when the Agreement on the Establishment of WB3C was signed, one of the initiators of which was the Ministry of Public Administration.
Minister Dukaj emphasized that this event has special significance for the international position of Montenegro and the development of cyber capacities in the region.
Reflecting on the activities in the previous period, Dukaj emphasized that the Ministry of Public Administration, in cooperation with other institutions of the system and with the support of international partners, has made significant progress in the field of cybersecurity.
– In a relatively short time, we have established the Cyber Security Agency, as well as the Government CIRT, thereby establishing mechanisms for monitoring, preventing and responding to cyber incidents. Our digital transformation is based on a clear principle – every new digital service must be accompanied by strong protection mechanisms, because digitalization without cybersecurity cannot earn the trust of the economy and citizens – said Dukaj and emphasized: “Montenegro today has a stronger system for protecting the digital space than ever before.”
The constitutive session of the Board of Directors, which brings together representatives of the founding countries – France, Slovenia and Montenegro – has a key role in defining strategic guidelines for the development and operation of the Center, was also held. The session adopted the internal acts of the WB3C, approved the Work Plan for 2026, and elected the First Deputy Director General of the Center.
By strengthening the region's cyber capacities and exchanging knowledge, WB3C contributes to building a safer digital space and harmonizing with European and international standards.
– With this step, Montenegro confirms its ambition to be a leader and regional center of knowledge in the field of cybersecurity – because strong digital protection means a safer state, a more stable economy and greater citizen confidence in the digital future – concluded Dukaj.
