At the beginning of his address, the President welcomed the participants and acknowledged the organizers of the conference, emphasizing its continuity and importance for Montenegro and the region.
"I would like to extend my sincere congratulations to the organizers, the Association of Security Managers of Montenegro, on another successfully prepared conference, which year after year confirms its regional importance. I am particularly pleased to be able to provide patronage to this conference, as a form of support for initiatives that strengthen security and cooperation in our society.
This year's gathering has additional weight because it comes at a time when Montenegro is taking over the chairmanship of the Association of Corporate Security of South East Europe, which confirms our credibility and responsibility in the wider region. This is not only recognition, it is also an obligation to be an example of good practice, a reliable partner and an active factor in regional stability."
He continued by pointing out the complexity of modern security threats and the need for a comprehensive approach.
"The modern world today faces security challenges that are dynamic, interconnected, and often difficult to predict. The boundaries between internal and external security are becoming increasingly blurred."
Cyberattacks can paralyze institutions and economies, disinformation can affect democratic processes, and economic and energy disruptions can have direct consequences for the stability of societies. In such circumstances, security is no longer a matter of one sector, it becomes a matter of overall societal resilience. This means that the response to challenges must be comprehensive, coordinated and knowledge-based.”
The President particularly emphasized that the key to success lies in strong cooperation between all social actors and in a functional security system.
"As the title of the conference suggests, security today cannot be viewed in isolation. There is no stable society without strong cooperation between the public and private sectors, as well as without the active involvement of the professional and academic community. It is precisely in this cooperation that the key to our strength lies."
In times of complex challenges, there is no room for improvisation. Citizens expect accountability, security and concrete results. Security must be a system that functions daily, quietly and efficiently, and not just a topic we talk about when we face problems. It is the foundation of a stable state, a prerequisite for economic development and an important pillar of our European path. Without a secure environment, there is no investment, no development and no long-term stability.
He further emphasized the importance of citizen trust and continuous investment in people, knowledge, and the system's capacities.
"Our task is clear: we must work harder, cooperate more strongly and, through concrete results, build citizens' trust in the institutions of the system. At the same time, we must be aware that trust is not taken for granted, but is built. It is built through professionalism, responsibility and a willingness to respond to challenges quickly and efficiently. That is why investing in people, knowledge and capacities is one of the most important priorities in the field of security.
In this context, continuous improvement of competences and exchange of experiences, both at the national, regional and international levels, is particularly important. Only through networking and learning can we follow contemporary trends and stay one step ahead of potential threats.
I would like to especially commend the organization of the Specialist Training in cooperation with the Chamber of Commerce of Montenegro and the Faculty of Law of the University of Montenegro, as an important step in the professionalization of the security sector. This is an example of how sustainable and quality solutions can be built through a partnership between institutions, the economy and the academic community.
The President said that joint action is the key to the future of security and expressed his expectation that the conference will bring concrete results.
"The future of security depends on our ability to act together. No institution, no sector and no country can respond to contemporary challenges alone. A joint response is not a choice, it is a necessity. That is why I believe that this conference will be more than an exchange of opinions. I believe that it will be a space where concrete ideas, initiatives and partnerships are born that will contribute to strengthening security, not only in Montenegro, but also in our region. It will offer concrete guidelines for further action and further strengthen cooperation among all relevant actors.
The President concluded his address with a message of strong institutional support and shared responsibility for the security of society.
"You can count on my full cooperation and support in future activities. The institution of the President remains a committed partner to all initiatives that contribute to strengthening security, stability and trust in society. Finally, allow me to emphasize a simple but powerful message: security is not only the responsibility of institutions, it is the common task of all of us. And only a society that understands this can be truly stable and successful."
