The Regulatory Agency was assessed to have implemented 16 out of a total of 18 recommendations. Of the remaining recommendations, one recommendation was partially implemented, while one was not applicable.
As they announced, by checking the implementation of the recommendations from the audit report, the SAI carried out control of the implementation of three issued recommendations, which required further monitoring.
"The competent Collegium of the SAI, composed of: members of the Senate of the SAI, Vesna Mihailovic – Head of the Collegium and Senator, Dr. Branislav Radulovic - a member of the Collegium concluded, after the subject control of the implementation of recommendations at the audited entity, that the Regulatory Agency for Energy and Regulated Utilities, in the reporting period from the publication of the SAI Report (September 14, 2022) to the submission of the last Report on the implementation of recommendations (November 28, 2025), implemented 16 (sixteen) out of a total of 18 recommendations given, 1 (one) recommendation was partially implemented, while 1 (one) recommendation was not applicable, "the statement reads.
The competent Collegium of the SAI concluded that for one recommendation, which requires further monitoring, it is necessary for the Regulatory Agency for Energy and Regulated Utilities to submit additional documentation, evidence and explanations, as well as a new Report on the implementation of recommendations by 30 November 2026 at the latest.
The State Audit Institution will, as they conclude, submit the report in question to the Committee on Economy, Finance and Budget of the Parliament of Montenegro.
