The penalties are draconian, totaling as much as 51 months of ban from playing football.
Zabjelo, by the way, won the match 2:1 with a penalty goal in the final minute.
"In application of Article 44 of the FSCG Disciplinary Rules, FK Čelik from Nikšić is hereby imposed a single disciplinary measure of a fine of 2,000 and playing six matches without spectators on its home field and a ban on fans being present at three matches when the club is away due to failure to organize the match in accordance with the regulations and the riots that occurred during and after the match of the 15th round of the Regional League Center 2025/2026 played between Čelik and Zabjelo, thereby committing a violation under Articles 71, 72 and 73 of the FSCG Disciplinary Rules," it states.
It is added:
"A disciplinary measure is imposed on FK Zabjelo in the amount of 1,000 euros and the playing of one match without spectators on its home field and a ban on the presence of fans for three matches when the club is away, due to the disorder at the match - because organized fans of FK Zabjelo caused a riot - threw pyrotechnics, rocks, chairs onto the playing field, and in the area where the organized fan group of FK Čelik was located, and tried to make contact with them during and after the match, thereby committing a violation under Article 73 of the FSCG Disciplinary Rules."
The players in the match were punished.
"In accordance with Article 44 of the FSCG Disciplinary Rules, a single disciplinary measure of a 15-month ban from playing is imposed on Šapurić Vasilije - a player of FK Čelik from Nikšić for physically attacking an opposing player and attempting to physically attack a referee, thereby committing a violation under Articles 63 and 64 of the FSCG Disciplinary Rules."
"In accordance with Article 44 of the FSCG Disciplinary Rules, Radul Krulanović - a player of FK Čelik from Nikšić - is hereby imposed a single disciplinary measure of a 13-month ban from playing due to unsportsmanlike conduct - swearing and threats directed at the match referee and attempting to physically attack the match referee, thereby committing a violation under Articles 59 and 64 of the FSCG Disciplinary Rules."
"In accordance with Article 44 of the FSCG Disciplinary Rules, a single disciplinary measure of a 12-month ban from playing is imposed on Šušić Darjan - player of FK Čelik from Nikšić for swearing and insulting the match referee, physically attacking an opposing player and attempting to physically attack the referee, thereby committing a violation under Articles 59, 63 and 64 of the FSCG Disciplinary Rules."
"Pursuant to Article 64 of the Disciplinary Regulations, Ivan Todorović – a player of FK Čelik from Nikšić – is hereby imposed a disciplinary measure of a ban from playing for a period of eight months, due to an attempted physical attack on a referee"
"Pursuant to Article 59 of the Disciplinary Rules, Adžić Božidar – a player of FK Čelik from Nikšić – is hereby imposed a disciplinary measure of a three-month ban from playing, due to unsportsmanlike conduct – swearing and insulting the referee."

"Pursuant to Article 59 of the FSCG Disciplinary Rules, Gutović Radu – physiotherapist of FK Čelik from Nikšić – is hereby imposed a disciplinary measure of a three-month ban from performing the function of physiotherapist, due to unsportsmanlike conduct – swearing and insulting the referee."
In a statement by Risto Lakić, president of the Association of Clubs of the Federation of Montenegro Football Clubs - Center, regarding the unpleasant scenes in Nikšić, it is emphasized:
"After reviewing the footage, additional reports from two delegates and referees, as well as statements from players and officials against whom disciplinary proceedings were initiated, the FSCG Centar Club Association notes that serious irregularities and incidents were recorded during the match between FK Čelik and FK Zabjelo, both on the field and in the stands, with several people injured, including children. The FSCG Centar Club Association strongly condemns such events and emphasizes that there is no place for violence in football. In the past two years, the Regional Senior League has surpassed the amateur level of competition, with significant progress in organization and quality, so we will not allow individual incidents to destroy what has been built through joint work. In order to protect the integrity of the competition and the safety of all participants, such actions will not go unsanctioned," said Risto Lakić.
