As the reform of electoral legislation within the parent committee has stalled, the parliamentary groups will propose electoral laws.
DPS has submitted a proposal for open lists to the parliamentary procedure, URA has announced the same, and the Europe Movement will now submit a proposal to amend the Law on the Voters' Register to the parliamentary procedure.
Nevenka Vuksanović, executive director of CEDEM, is skeptical that such uncoordinated and individual work of political structures could lead to better results.
"At this point, if both sides, both the opposition and the position, do not come forward together, the effect and impact will simply be smaller. I don't see why this couldn't have been part of coordinated, joint work earlier, which was also an obligation in order to move forward on electoral reform," she says.
We heard a similar view from political analyst Aleksandar Ćuković.
"The committee is a guarantor of inclusiveness, as work in it implies the participation of both the government and the opposition, and the civil sector. This is important because it ensures that the rules of the game are not written by the current majority, but by everyone, and for the result of the game to be accepted, the rules must also be established jointly," he pointed out.
As joint work on electoral laws has failed, Vuksanović appeals that the parties now show responsibility and readiness for dialogue.
"This should be the moment when political dialogue and cooperation will really happen. I think that's what the European Union expects most from us at this moment," she points out.
Ćuković also believes that international partners expect consensus from us, and that this is the essence of reform.
"The work can technically be done outside the committee, but at this point the essence is important and that acceptability in the broadest possible sense, and international partners recommend, of course, an inclusive process, so that should always be kept in mind," he says.
Time will tell whether it is possible to achieve true electoral reform by proposing individual legal solutions.
