The railway is facing, according to the union, an unprecedented legal and safety scandal that threatens to jeopardize the regular functioning of transport. More than 800 workers have not received their March salaries, which further deepens the crisis in a sector of key public interest.
The union reminds that the new Railway Law entered into force on January 1, 2026, and that the Ministry of Transport has taken over the role of regulator until a special agency is formed. Despite this, the financial contract with ŽICG has still not been signed.
"We wonder what the Railways Directorate is doing and when the legal obligations will be fulfilled so that the contract can finally be signed," the statement said.
They particularly point out the responsibility of the director of the directorate. Slavica Knezevic, emphasizing that failure to act could lead to a threat to traffic safety due to the inability to finance infrastructure maintenance.
The union warns that serious incidents have already occurred in the meantime. Rail breaks have been recorded, causing an international passenger train to be delayed by more than eight hours, an electric train derailing due to track expansion, problems at level crossings on the Podgorica - Nikšić route, as well as serious injuries to one person in contact with a train in Podgorica.
"We call on the Government and relevant ministers to personally get involved and urgently resolve the issue of signing the contract, which has not been implemented solely due to insufficient engagement of officials in the relevant ministries," the union said.
They add that, according to their knowledge, the ŽICG management has taken all necessary steps to secure funds for the normal functioning of the system, and that they see the responsibility in the Railway Directorate.
"This is not a political issue, but a fight to preserve the system, traffic safety and the livelihood of employees," the union president stressed. Jovan Arsovic.
He warns that, if the demands are not met, the union will call on employees to express their dissatisfaction in accordance with the law and the Collective Agreement.
