They submitted, as they say, evidence of the current situation at this landfill, when it comes to the place where the infected poultry was buried, which is untidy, not fenced, and there are a large number of dogs and birds (magpies) present there. Employees from this company were also present and asked them to come up with a solution and remove all poultry from this location and bury it in a place that should be provided for in accordance with the Veterinary Law and the Law on the Treatment of Animal By-Products.
As they state, they also filed a report with the Occupational Health and Safety Inspectorate because the health and lives of employees at the Municipal Company "Lim", which serves this temporary illegal landfill, are at risk, where they stated to everyone that if they do not react in accordance with their responsibilities, they will be criminally liable for all possible future consequences, because everyone is silent and does not enforce the laws, to the detriment of citizens and the environment, they stated at the end of the statement from this NGO.

Explanation:
At the beginning of February, in the territory of the municipality of Bijelo Polje, the Municipal Company "Lim" buried 18,000 dead poultry at the location of an illegal temporary municipal waste landfill in the town of Dobrakovo, without the presence and supervision of the competent veterinary inspection, where the prescribed procedure for the disposal of animal by-products, that is, poultry that was infected with avian influenza, was not implemented.
There is a reasonable suspicion that this action has: endangered human and animal health, created a risk of spreading infectious diseases, and caused pollution of land and potentially groundwater.
It is particularly controversial that the burial was carried out in a location that was not intended for this type of waste, nor were the legally prescribed conditions (depth, disinfection, distance from water, etc.) respected.
LEGAL BASIS:
There is reason to suspect that these actions have committed the aforementioned acts against human health, acts against the environment,
Regulations in the fields of veterinary medicine, management of animal by-products, and environmental protection were also violated.
Also, the Lim Utility Company does not have a permit from the Environmental Protection Agency to use this temporary landfill, while the law clearly specifies that all animal waste cannot be collected at such landfills, but a special location must be sought, which is something that the responsible persons from the Lim Utility Company are excellent at explaining.
We are also filing a complaint with the Directorate for Occupational Safety and Health Inspection, because the health of all employees of the utility company "Lim" is endangered by this illegal procedure of burying 18,000 poultry, who work at this illegal temporary landfill in Dobrakovo, where we have already filed a complaint with them before, because they are not wearing protective equipment, and the photographs show how risky the work is because every day the entire hill is expected to collapse on them.
We suggest that:
Conduct an urgent investigation, determine the responsibility of all persons involved in accordance with the Law on Environmental Protection, Waste Management, the Law on Veterinary Medicine, the Law on the Management and Handling of Animal By-Products, and that the place where the poultry was buried be fenced off and everything be moved to another location in accordance with the aforementioned laws, because otherwise you will all be held criminally liable for not acting according to the laws of Montenegro and that every life and environment is endangered.
