The White House is reportedly also considering an “exit” offer to Cuban President Miguel Diaz-Canel, as well as agreements on ports, energy and tourism. However, it is unclear what Havana would give Washington in exchange for a deal.

On January 29, Trump signed an executive order imposing tariffs on imports from countries that supply Cuba with oil.
The Cuban government has accused the US of allegedly trying to stifle Cuba's economy and make living conditions unbearable for the population of the Caribbean island.
