Vrhovni sud Crne Gore započeo je izradu smjernica za odmjeravanje kazne u predmetima visoke korupcije, koje predstavljaju praktični i savjetodavni instrument namijenjen pružanju podrške sudijama u jačanju znanja, stručnih kapaciteta i ujednačavanju sudske prakse u postupku odmjeravanja kazne u ovim predmetima. Advokat Veselin Radulović smatra da je to dobar potez jer smo, kako podsjeća, imali presude koje nijesu bile adekvatne. Pravnik i advokat Zdravko Begović vjeruje da smjernice mogu da budu i svojevrstan atak na slobodno sudijsko uvjerenje.
