Javna funkcija mora se razdvojiti od političke uloge, pa se službena vozila, prostorije i budžetska sredstva i ljudski resursi ne smiju koristiti za potrebe izborne kampanje, a ko i koliko novca daje za kampanju moraće biti potkrijepljeno papirima.
