Crna Gora nalazi se posljednjih nekoliko godina u vrhu evropskih zemalja po broju pritvorenika, s najvišom stopom određivanja pritvora po glavi stanovnika, pokazuju podaci Godišnjeg izvještaja Savjeta Evrope o zatvorskoj populaciji. Isti podaci ukazuju da je stopa zatvorenika u našoj zemlji znatno viša od evropskog prosjeka i iznosi 164 osuđenika na 100.000 stanovnika.
