As announced by the police, officers of the Regional Security Center "South", Bar Security Department, as part of continuous activities aimed at combating all forms of environmental crime, in cooperation and on the order of the Basic State Prosecutor's Office in Bar, filed a criminal complaint against a person suspected of three criminal offenses in the field of environmental crime in Bar.
"In Bar, in the settlement of Utjeha – Kunje, property of Montenegro, in the period from July 2025 to mid-March 2026, without a construction report and documentation on the construction of facilities, on illegally occupied state land, in a length to the seashore, he carried out works - clearing the forest, leveling the terrain, demolishing the rocky shore, creating a cascade line on the slope to the seashore in a length of about 600 meters and a width of 50 meters on the seashore itself. In this way, significant devastation of the space was carried out, the ambient appearance of the coast was permanently damaged and damage to the environment was caused, and all actions were carried out without a permit and approval, on state land," the Police Directorate announced.
All of the above, as they say, was determined through field inspections by the competent Municipal Police Service, the Bar Municipality Inspection and the Public Company for Coastal Zone Management of Montenegro, which was noted in the appropriate minutes.
"The police have collected information from several individuals in this case, and through a series of activities undertaken, they have come to the conclusion that NO, by carrying out all the aforementioned works on state land, on the very seashore, without appropriate permits and documentation, has gained an illegal material benefit of around 3 million euros, to the detriment of the Montenegrin budget based on unpaid fees," the police said.
Criminal charges were filed against him at the Basic State Prosecutor's Office in Bar, upon the order of the acting prosecutor.
"Officers of the Police Directorate continue their determined fight against all forms of environmental crime with the aim of prosecuting all persons whose illegal actions cause devastation and significant damage to the environment in our country," the police announced.
