Ministry of Health approves 140 SOPs, Šimun: We are improving quality and introducing equal standards

At the last session of the Commission for the Introduction of Standard Operating Procedures (SOP), the Ministry of Health of Montenegro approved a set of 140 SOPs that cover key segments of clinical processes, thus making a significant and essential step towards the systemic improvement of the quality of healthcare, the Ministry of Health announced.

"Standard operating procedures (SOPs) are clear rules that determine how to act in certain medical situations - from diagnosis, through treatment, to patient monitoring. Their application means that doctors and medical staff work according to the same, proven principles, based on modern medicine. Although professional guidelines and guides have existed before, their application has not always been uniform in everyday practice. The introduction of SOPs ensures that the same rules are applied everywhere and always. In practice, this means that a patient in Pljevlja, Podgorica or Bar receives the same access to treatment for the same health condition - without differences in the quality of treatment. In other words, it no longer depends on where you are treated, but how you are treated," the ministry points out.

They state that the harmonized standards cover a wide range of clinical, diagnostic, therapeutic, organizational and safety procedures – from medication management, hospital hygiene, hand disinfection and medical waste disposal, through laboratory diagnostics, pediatric, gynecological-obstetric, surgical, anesthetic and oncological procedures, to the treatment of critically ill patients, day surgery, psychiatric care, patient communication, staff education and professional development. This, for the first time, systematically unifies and standardizes key work processes in different organizational units, with the aim that the patient, regardless of where he is treated, receives health care based on the same professional, safety and organizational principles.

"By implementing SOPs, healthcare is based on proven methods and modern medical achievements, with consistent application of the same principles in all healthcare institutions," the ministry emphasizes.

At the same time, they add, standardization of procedures significantly contributes to reducing the possibility of errors in the work of doctors and medical staff. Clearly defined protocols reduce the scope for inconsistent practice, facilitate decision-making in complex clinical situations, and further strengthen patient safety, which is one of the fundamental goals of the modern healthcare system.

"The process of introducing standard operating procedures represents a significant step forward in improving the healthcare system of Montenegro, which confirms its reformist character and the commitment of the Ministry of Health to establishing a modern, orderly and efficient healthcare system, based on quality, safety and equality," the ministry emphasizes.

The Minister of Health, Dr. Vojislav Šimun, emphasized that by applying standard operating procedures, a fundamental reform is being implemented that will change the way the healthcare system functions in the long term and place the patient at the center of all healthcare processes.

"Standard operating procedures introduce clarity, safety and accountability into every segment of healthcare. They mean that every patient receives care based on proven methods, and every healthcare worker has reliable support in their work. This is not just improving the process – this is establishing a system in which quality and safety are obligations, not exceptions. Our goal is clear: healthcare must be equal for everyone, regardless of the place of treatment, and SOPs are a key mechanism for achieving this goal," said Šimun.

The Ministry of Health recalls that the National Protocol for Sepsis was recently adopted, as one of the key documents aimed at improving the timely recognition and treatment of this life-threatening condition, which further strengthens the systemic response of healthcare with the aim of reducing mortality and improving patient treatment outcomes.

The Ministry of Health continues to consistently build a system in which quality, safety, and equal access to healthcare are the standard for every patient in Montenegro.

With these steps, we are laying the foundations of a healthcare system in which every patient is equally protected, and quality healthcare becomes the rule, not the exception.
