The Možura wind farm (WP) has significant energy benefits for Montenegro, announced the relevant minister, Admir Šahmanović, and added that the department he heads has submitted all necessary documentation about the project to the Inquiry Committee, in order to best protect state interests.

At a session of the Parliamentary Inquiry Committee regarding the Možura project, Šahmanović said that they had submitted all the documentation they had.

"As for investigative actions, I am not competent and incompetent to deal with these matters," said Šahmanović.

The Inquiry Committee continued its work today with the aim of collecting information and facts about the actions of state authorities and other entities during the construction of the wind farm at the Možura site.

Šahmanović stated that at the time he took office as Minister of Energy, the Možura wind farm project was in the exploitation phase, meaning that electricity was already being produced.

"Regarding the obligations that the investor from that project had under the contract since I have been at the head of this Ministry, the obligation to pay rent, which he regularly fulfills, is EUR 186.06 thousand," said Šahmanović.

He recalled that the Možura wind farm project began more than 15 years ago through the model of leasing state property. The lease agreement was concluded on July 5, 2010 between the state and the Fersa and Čelebić consortium.

"In later years, according to available documentation, the contract was annexed several times and transferred to the Enemalta company. The wind farm was put into operation at the end of 2019," added Šahmanović.

According to him, it is clear that due to various circumstances that are being publicly mentioned, this project has become not only an energy issue, but also an institutional and political issue.

"But my role in all of this is to provide you with all the data and information that the Ministry I head possesses, which I have already done. I have shown impartiality in treating anyone in this project by initiating the consideration of materials by the Government related to this project," Šahmanović stated.

He announced that the Government Commission, at its session on February 17 this year, postponed the decision on the Information on the need to define further steps regarding the implementation of the land lease agreement and the construction of a wind farm at the Možura site and tasked it to consider further steps in cooperation with the Protector of Property and Legal Interests and the Ministry of Spatial Planning, Urbanism and State Property in order to best protect the property and contractual interests of Montenegro.

"The documentation review process is currently underway and we expect that the next step will consider all circumstances in order to best protect state interests," said Šahmanović.

The Možura wind farm project, he said, has benefits from an energy and strategic perspective. Primarily, it contributes to increasing energy independence, and this segment will be particularly evident after the lease period expires, when the facility becomes state-owned.

"The construction of this and similar facilities is certainly a strategic goal of the state that meets the main priorities of energy policy until 2030, namely security of energy supply, development of a competitive energy market and sustainable energy development. In order to protect the public interest, the Government and the Ministry support the work of the Inquiry Committee and all competent institutions," said Šahmanović.

Poslanik Pokreta Evropa sad, Vasilije Čarapić, pitao je Šahmanovića da li je način rada bivše vlasti doprinio tome da nepovjerenje javnosti bude veće u ovom slučaju.

"The then State Secretary Marko Vujović received an apartment from the state in 2013, and was dismissed from that position in 2014. He started working for the state of Montenegro in 2010, received an apartment three years later, and later became a consultant on this major project," said Čarapić.

He asked Šahmanović if he could check some of the data that was part of his department and under what conditions apartments were allocated to civil servants.

Šahmanović responded that he was not familiar with the issue of apartment allocations from that period, but that he would check the documentation through the archives.

"I am in favor of clarifying all circumstances and you will have my support in that," Šahmanović added.

Democratic Party of Socialists (DPS) MP Nikola Milović asked how useful the Možura wind farm is for the economic and energy system of Montenegro.

Šahmanović responded that from the energy side, this is a very good project that improves Montenegro's energy mix and enables the achievement of the decarbonization goals set by the EU.

"As for the exact figures regarding economic benefits, it is very difficult to determine at this point," said Šahmanović.

The President of the Inquiry Committee, Dritan Abazović, said that this is about Možura and the potential corruption that occurred in that case.

"The problem here is that the persons who held certain functions in the state of Montenegro at the time knew about the joint action between Fersa, Cifidex and Enemalta," said Abazović.

Democratic MP Duško Stjepović said that the Inquiry Committee is dealing with the actions of the then state authorities during the construction of the wind farm at the Možura site.

"We are dealing with whether there was anything wrong or right when granting the concession," said Stjepović.

He said that the position of DPS deputies could be the harmfulness or usefulness of the project, but that it was not adopted as a subject of the Committee.

"There can be no talk about how the turbines are turning. That can be at the meeting of the Committee on Economy, Finance and Budget. I am interested in whether someone took the money and if we can determine who took the money," added Stjepović.
