This was announced by the Embassy of Palestine in Montenegro.
"The reporting period was marked by the acceleration of Israeli settlement activities in the occupied West Bank, further deepening the coercive environment that has simultaneously displaced an unprecedented number of Palestinians and allowed for the further entrenchment of the illegal settler presence. The continued transfer of authority from the Israeli military to civilian authorities, the accelerated introduction of legislative and administrative measures to appropriate Palestinian land and facilitate Israeli settlement, the increasingly difficult distinction between state and settler violence against Palestinians, and a range of discriminatory policies and practices that severely hamper the daily lives of Palestinians, constitute an institutionalized regime of systematic discrimination, oppression and violence by Israel against Palestinians, in violation of Article 3 of the International Convention on the Elimination of All Forms of Racial Discrimination, which prohibits racial segregation and apartheid," it states.
In accordance with the advisory opinion of the International Court of Justice of 19 July 2024, Israel’s continued presence in the Occupied Palestinian Territory is unlawful and Israel must withdraw from the territory as soon as possible. It must also immediately cease all new settlement activities and evacuate all settlers. As stated by the International Court of Justice, States are obliged not to recognize as lawful the situation resulting from Israel’s unlawful presence in the Occupied Palestinian Territory, nor to provide assistance or support in maintaining such a situation.
"The High Commissioner calls on Israel to immediately and completely cease and reverse the establishment and expansion of Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, to evacuate all Israeli settlers and end its illegal presence in the Occupied Palestinian Territory, and in the meantime to comply with all its obligations under international law, including international humanitarian law and international human rights law," it said.
The High Commissioner recalls the conclusion of the International Court of Justice in its advisory opinion of 19 July 2024, according to which States are obliged not to provide assistance or support in maintaining the situation created by the continued presence of Israel in the Occupied Palestinian Territory.
"It also calls on all states to cease the sale, transfer and diversion of arms, ammunition and other military equipment to Israel that facilitates violations of international humanitarian law and international human rights law in the Occupied Palestinian Territory," the statement said.
