The President of Montenegro, Jakov Milatović, said that Montenegro needs essential electoral reforms, and above all, the introduction of open electoral lists, which would enable citizens to directly elect their representatives in the Parliament.

He recalled that last year he had initiated the introduction of open lists and requested a referendum on the issue, emphasizing that the goal of such a reform was to strengthen the democratic legitimacy of MPs and their accountability to citizens.

"Montenegro needs open lists. We need an Assembly in which members of parliament have legitimacy that comes directly from the citizens. That is what open lists are for, so that our representatives are finally accountable to those who directly elect them," the President emphasized.

He added that he welcomes every political move that goes towards improving the electoral system and greater accountability of elected representatives towards citizens.

The President appealed to all political actors in the Parliament of Montenegro to show political responsibility and finally implement the key reform of electoral legislation.

"I appeal once again to all political actors in the Parliament of Montenegro. Stop playing with Montenegrin citizens. Vote for the key, essential reform. Vote for open lists," the president said.
