This agreement enables minors who have been given a special obligation to perform community service or humanitarian work to fulfill their obligation through engagement in the Capital City system.

The aim of this measure is the resocialization of young people and the prevention of repeat criminal offenses, through constructive and useful work in the local community. In this way, young people are given the opportunity to recognize the importance of responsible behavior and to contribute to the society in which they live through personal engagement.
The special significance of this agreement lies in the fact that this first time that the High Court in Podgorica signs this type of agreement with one of the Montenegrin municipalities, which opens up space for a new practice of cooperation between judicial institutions and local governments with the aim of supporting young people and their reintegration into society.
