The triple murder in the Podgorica neighborhood of Stari Aerodrom has shocked the public and raised numerous questions about violence prevention and recognizing risky behaviors. Experts warn that a timely response from the system and the environment is crucial.
"It is crucial here to identify and provide assistance to persons at risk because very often, when a crime is analyzed, there is almost no indication that the person could have committed it. Whenever crimes of this severity occur, fear is generated among citizens, and the fear of crime is permanently a person's first fear," said Velimir Rakočević, professor at the Faculty of Law and criminologist.
In crisis situations, the most important thing is to move away from the danger zone and help others if possible, while simultaneously notifying the Police Directorate.
"When something happens, we are most often at a micro-location and the first and basic recommendation would be to remove ourselves, evacuate from that zone and help those around us as much as possible. The second step is to find shelter if firearms are used and only then try to notify the police," points out Srđan Popović from the Association of Security Managers of Montenegro.
When we reach that level, we would call it spying, adds Rakočević.
Although Podgorica is considered a relatively safe environment, certain areas of the city have historically recorded a higher number of crimes. Fortunately, according to the interviewees, this is no longer the case.
"At one point when I was an operative, it was characteristic that when we talk about the then Titograd and later Podgorica, it would be Zabjelo, Konik, the city center, Block 5, Zagorič...", said Rakočević.
Popović states that there is no need to inform citizens and tourists like in some other environments - take care of this and that in these and those locations, it is a blessing that we can live in an environment without it.
