Pitanje izgradnje postrojenja za prečišćavanje otpadnih voda u Crnoj Gori više nije tema za raspravu, već imperativ. Bez sistemskog rješavanja ovog problema nema zatvaranja Poglavlja 27, ali ni zdrave životne sredine za građane koji ovdje žive.
