The ceremony was attended by Prof. Dr. Anđela Jakšić-Stojanović, Minister of Education, Science and Innovation, Majda Adžović, Minister of Public Works, MA Novica Vuković, Minister of Finance, as well as Genci Nimanbegu, Mayor of Ulcinj.
Minister Jakšić-Stojanović emphasized continuity in addressing the issue of preschool capacities:
"After the start of the construction of kindergartens in Bar and Nikšić, it is now Ulcinj's turn. Today we are laying the foundation stone for a modern and functional facility worth €2,911,105.95 including VAT, and the project is being implemented in cooperation with the Council of Europe Development Bank (CEB). The next thing we expect is a kindergarten in Berane, for whose construction the procedure was recently launched and a tender for the execution of works was announced. In the coming period, we will pay great attention to improving the quality of educational infrastructure in the field of preschool education through the construction of new and reconstruction of existing facilities, in order to provide the best conditions for the stay of our youngest in all parts of Montenegro," said Jakšić - Stojanović.
Majda Adžović, Minister of Public Works, emphasized that this moment carries special symbolism:
"Today we are not just laying the foundation stone of a building - today we are laying the foundation of the future, hope and responsibility towards those who make everything we do have its full meaning - our children. A place where learning takes place
trust, sharing and togetherness – values that last a lifetime. Every investment in the youngest is not just an investment in the present, but in the future that we shape together – because by building projects like this, we are also building Montenegro,” emphasized Adžović.
Novica Vuković, Minister of Finance, said that investing in preschool education is one of the most important investments for the future of our society:
"By building a kindergarten in Ulcinj, we confirm our commitment to projects that bring long-term benefits and improve the quality of life of citizens. The Ministry of Finance will continue to provide funds for initiatives that create stable foundations for the prosperous development of Montenegro," said Vuković.
Genci Nimanbegu, the mayor of Ulcinj, expressed his satisfaction with the start of the implementation of this project:
"The start of construction of this kindergarten is proof that, with the joint efforts of the local government and the Government, we can effectively address decades-old infrastructure challenges in our city. The municipality has provided all necessary logistical support and we will continue to be a reliable partner in all projects that contribute to a better future for our children and better working conditions for our educators."
The construction of a kindergarten in Ulcinj is part of a broader plan to improve the education system, with a special emphasis on providing adequate spatial capacities in municipalities with a pronounced trend of growth in the number of preschool children.
