President of the Medical Chamber: Cardiologist will soon appear before the Court of Honor

The Court of Honor of the Medical Chamber of Montenegro will decide whether cardiologist at the Clinical Center of Montenegro Dr. Vladimir Peruničić, who was arrested the day before yesterday for sending new disturbing messages to RTV Podgora journalist Marijana Čelanović, violated the code of ethics.

The President of the Medical Chamber, Dr. Žanka Cerović, told "Dan" that the case has been submitted to the Court of Honor and that further proceedings will be conducted in accordance with the jurisdiction and procedures of that body.

The Court of Honor of the Medical Chamber is an independent body that determines the liability of doctors for violations of the law, the code of medical ethics and deontology, as well as for unprofessional work. Possible sanctions are a warning, a fine and temporary revocation of the license to work. The decision of the Court of Honor is final and can be appealed.

The case submitted to the Court of Honor relates to a complaint against Peruničić from April 2025, when he was fined and ordered to undergo mandatory alcohol treatment by the Court of Misdemeanors, also for sending offensive and disturbing messages. Cerović explains that the delay in the Court of Honor's decision on the April complaint was due to elections and organizational challenges, and that the new court was only formed at the end of December last year.

– In April 2025, journalist Čelanović filed a complaint against Dr. Vladimir Peruničić. The Commission for Ethical Issues and Deontology reacted without delay and issued a public statement on the occasion, which was published on the official website of the Medical Chamber. At the end of the same month, the Commission for Ethical Issues and Deontology issued an opinion that Dr. Vladimir Peruničić violated the Code of Medical Ethics and Deontology, and ordered that the case be submitted to the Court of Honor of the Medical Chamber for further action – recalls Cerović.

She emphasizes the influence of the circumstances in which everything took place.

– Namely, 2025 was an election year in the Medical Chamber of Montenegro, which brought with it certain organizational challenges. This particularly applies to the appointment of members of the Court of Honor from among lawyers, experienced lawyers and/or judges who would accept participation in the work of this body of the Chamber. Due to these circumstances, the Court of Honor could only be formed at the end of 2025. According to the information I have, the case has in the meantime been submitted to the President of the Court of Honor and I expect that further proceedings will be conducted in accordance with the jurisdiction and procedures of this body – said Dan Cerović.

She expressed deep regret over this unfortunate event, believing that preserving professional integrity and ethical principles is the obligation of all those belonging to the medical profession.

– First of all, as a citizen, a woman, a doctor and the president of the Medical Chamber of Montenegro, I feel obliged to express my sincere regret for – to put it mildly – ​​the inconvenience to which journalist Čelanović was unfortunately exposed on several occasions. I believe it is important to discuss such situations openly, but also responsibly, with full respect for the dignity of all those involved – said Cerović.

The KCCG, where Dr. Peruničić is employed, did not respond to Dan's questions yesterday.
