How teachers will be hired in the future: 15 to 30 minute interview and scoring up to 100 points

The Ministry of Education, Science and Innovation (MESI) has adopted the Regulation on the method of scoring criteria for the employment of teachers, which precisely defines how candidates will be ranked in competitions in schools and educational institutions.

According to the regulations, the scoring of candidates includes four basic criteria: average grade and success index in studies, length of studies, position of the university on the international list, and score in the interview. The total maximum number of points that a candidate can achieve is 100.

"The candidate's average study grade is multiplied by four, while points are awarded for the length of study depending on whether the study program was completed on time or with a delay," the Ministry explains.

A university's position in the international list also earns points: candidates from universities ranked in the top 1,000 can earn 20 points, while those from universities outside the top 3,000 receive no points.

The candidate's interview is evaluated by a committee, which scores pedagogical abilities, motivation and professional development, as well as communication skills.

"All candidates answer the same questions in the presence of the entire committee, and the interview lasts between 15 and 30 minutes," the Ministry added.

The ranking list of candidates is formed according to the total number of points, and in the case of equal results, preference is given to candidates with a higher average grade, and then to those with better results in the interview.

The commission is obliged to prepare a scoring report within three days after the interview and submit it to the director of the educational institution.

The Regulation shall enter into force on the eighth day after its publication in the Official Gazette of Montenegro.

Minister of Education, Science and Innovation Anđela Jaksic Stojanovic, she emphasized that the new system will contribute to more transparent and objective employment in education.

"With this regulation, we want to ensure that the best candidates, with relevant academic and pedagogical skills, are adequately ranked and selected for teaching positions," said the minister.
