Alternative Montenegro today submitted documentation to the Special State Prosecutor's Office (SDT) and shared available information on the basis of suspicion of serious irregularities and possible abuses at the Clinical Center of Montenegro in connection with acquiring the right to take the professional exam for nurses and technicians of a certain level of qualification, the non-governmental organization announced.

"The professional exam cannot be taken "on the spot", nor can the right to take it be acquired without having previously completed a legally and demonstrably completed internship. If the internship was not actually completed, or is subsequently "proven" with dubious papers, then the entire process of obtaining the requirements for the professional exam is called into question," said Alternative.

They remind us that last year, the director of the KCCG, Saša Radović, publicly announced that over 200 nurses and technicians had not passed the professional exam for the appropriate level of qualification.

"The inspection pointed out irregularities and set a deadline of 120 days to eliminate them. That deadline expired at the end of last year, and according to our knowledge, no substantive solution has been reached, but there are indications that the situation is being tried to be "closed" through documentation," they said in a statement.

They state that in their notification to the SDT, they pointed out the suspicion that certain individuals are trying to create the appearance of fulfilling the prerequisites through fictitious or false certificates of internship, as well as through questionable entries or certifications in the internship records (internship booklets).

Alternative emphasizes that without an internship, there is no legal access to the professional exam, and without a legal exam, there is no legal performance of work for that level of qualification.

"Alternative previously notified the Labor Inspectorate, which responded that the case was not within their jurisdiction, but rather within the jurisdiction of the health inspection. We received a brief notification from the health inspection, referring to only 28 persons, without a clear answer about the control of the implementation of the measures after the expiration of the 120-day period and without clarifying key issues. In the meantime, according to our knowledge and the documentation we have, actions aimed at obtaining the disputed certificates and "resolving" the conditions have continued," they state.

They expect the SDT to urgently take action to secure documentation, verify the authenticity of certificates and records, and determine the responsibility of who issued, who certified, who enabled, and who tried to turn illegality into a "paper legal" state.

"Alternative will follow this case to the end and we will not give up until the facts and responsibility are established, because the fight for Montenegro and a better healthcare system cannot stop before a stamp and a false certificate," they conclude in the statement.
