However, even if the most trophy-winning Montenegrin club had somehow managed to make it onto the international stage, it would have been in vain.
Namely, Buducnost did not receive a European license, because the appeal was rejected, because "the club did not complete and submit the necessary documentation prescribed by the UEFA Regulations on Licensing and Financial Sustainability of Clubs for Club Competitions Organized by UEFA within the prescribed deadline."
At the same time, ŽFK Budućnost received a license to compete in UEFA competitions.
The statement from the FSCG Licensing Commission is reproduced in full:
"After reviewing the complaints and supporting documentation, the Commission accepted the complaint of ŽFK "Budućnost" and issued the club a license to compete in UEFA competitions. In addition to ŽFK "Budućnost", licenses were previously granted to FK "Sutjeska", FK "Mornar", FK "Dečić" and OFK "Petrovac".
The appeal of FK "Budućnost" was rejected as unfounded because the club failed to complete and submit the necessary documentation prescribed by the UEFA Regulations on Licensing and Financial Sustainability of Clubs for Club Competitions organized by UEFA within the prescribed deadline.
In accordance with Article 106 of the Regulations on Licensing and Financial Viability of Clubs for Club Competitions organised by UEFA, if the club applying for a licence fails to submit the required documentation in the prescribed manner or fails to submit the required documentation within the deadlines prescribed by the Regulations, the issuance of a UEFA licence must be refused.
The examination and assessment of the fulfillment of criteria within the licensing system is carried out in accordance with the FSCG Regulations on Licensing and Financial Sustainability of Clubs for Club Competitions organized by UEFA, the UEFA Regulations on Licensing and Financial Sustainability and the UEFA Club Licensing Quality Standard, which prescribe the principles and procedures for assessing the fulfillment of criteria and managing the licensing system.
"UEFA will, in accordance with the Financial Fair Play system, continue to conduct financial monitoring of clubs participating in competitions under its auspices," the statement said.
