The renovation of the building of the former Central Committee of the League of Communists of Montenegro, popularly known as the "two chests", began in mid-December 2025. The Ministry of Public Works said that the project also included the renovation of the roof.
"The works are in the final phase. We expect them to be completed by the end of April. The focus was on the interior of the building. Construction and craft works have been carried out - from the processing of walls and floors, in parallel with this, the replacement of electrical and thermo-technical installations was also carried out so that the space would be fully functional and in accordance with standards. Thus, the efficient work of future users has been ensured. In the meantime, the purchase of furniture has been completed," said Anja Ergić, PR of the Ministry of Public Works.
The Special State Prosecutor's Office and the Special Police Department will move into the Old Government Building, Ergić points out.
"Given their key role in the security and justice systems, this project must be viewed in the broader context of European integration, as special emphasis is placed on fulfilling the obligations under Chapters 23 and 24, which further strengthens the capacities of judicial and law enforcement institutions and, therefore, strengthens the state's institutional response in the fight against organized crime," Ergić told us.
The building was designed by Montenegrin architect Radosav Zeković. Construction began in the late 1960s, and it was put into operation in 1979. Architectural experts say that it is a representative symbol of Podgorica.
"Given that it performed an important function, it was supposed to show the power of the state, the state apparatus, and hence its monumentality. As part of the modernist paradigm, the architect had critical thinking and local construction, so a lot of attention was paid to the peaceful location. We see that the cubes follow the orthogonal matrix of the city, there is an exceptional relationship with the river and the surroundings, so it was built according to the strict rules of the state apparatus. The architect managed to put his personal stamp on that object," emphasized architect Selma Bulić.
The old government building meets the requirements to be included on the list of cultural assets of national importance, says Bulić.
"Due to its architectural, urban, historical and all other values, this building deserves protection," Bulić stated.
The facility meets all legal, technical and safety standards required by the SDT and SPO. Around 2 million and 300 thousand euros have been allocated for the adaptation of the Old Government Building, Ergić concluded.
