The initiative of the Party of European Progress (SEP), supported by both the European Union and the Democratic Party of Socialists, to have European Union councilor Milo\u0161 Ma\u0161kovi\u0107 elected as Vice President of the Capital City Assembly, was submitted, according to Mugo\u0161a, because, as he stated, they are guided by basic democratic principles.<\/p>\n\n\n\n

\"Borovini\u0107 Bojovi\u0107, as someone who heads the largest legislative body, should have verified her legitimacy with those who elected her. We see that she does not have that support, they have hidden in business offices and do not want to schedule a session of the Assembly,\" said Mugo\u0161a.<\/p>\n\n\n\n

He adds that they received a sufficient number of signatures to put the initiative into a formal procedure and that they have put it into the procedure.<\/p>\n\n\n\n

\"What we do not want is for the City Assembly to function in a blockade, as is happening now. We decided to submit an initiative even though we are aware that it is not up to the opposition to do so, and we stated this in the Borovini\u0107-Bojovi\u0107 explanation,\" said Mugo\u0161a.<\/p>\n\n\n\n

Mugo\u0161a pointed out that we saw that part of the current government held a meeting, and that the DNP and the Movement for Podgorica were not present at that meeting, and that the logical question arises as to why these government representatives were not at that meeting, which casts further doubt on the lack of support for Borovini\u0107-Bojovi\u0107. <\/p>\n\n\n\n

\"If the Speaker of the Assembly does not want to put this item about the vice president on the agenda, that is a signal why the current Speaker will not do it. As a citizen, I cannot believe that the government's goal is to put the city in a blockade. The logical consequence of these events is the introduction of compulsory administration,\" Mugo\u0161a said.<\/p>\n\n\n\n

Kandi\u0107 pointed out that in recent months we have had one opposition initiative and now two more.<\/p>\n\n\n\n

\"The first initiative was to shorten the mandate of the City Assembly and it did not pass, it did not have the required majority of councilors. At the next session, there will be two initiatives, one will be related to the dismissal of the Assembly President and the other is related to the appointment of the Deputy Assembly President, that is, colleague Ma\u0161kovi\u0107,\" said Kandi\u0107.<\/p>\n\n\n\n

He believes that these two initiatives will pass in the same way as the previous ones, and that there will be no majority.<\/p>\n\n\n\n

\"There is a shift in theses among colleagues from the opposition, and the point is whether the government has a majority or not. They have to show whether they have a majority. According to the data we have from the media and from informal conversations with fellow councilors - that majority does not exist,\" Kandi\u0107 emphasized.<\/p>\n\n\n\n

\"It would be a unique case if someone were to lead you in the elections and you would vote for his removal after just a year or two,\" Kandi\u0107 emphasized.<\/p>\n\n\n\n

Kandi\u0107 also reminded that colleagues from the Movement for Podgorica who did not attend the city government meeting clearly stated in a statement that they had a valid reason for not coming to the meeting. <\/p>\n\n\n\n

\"Colleagues actually agree with the positions expressed at the majority meeting. The majority functions coherently. As for the DNP itself, it is up to them to determine their position within the parliament, or rather the political spectrum. Currently, they are neither part of the majority nor the opposition,\" said Kandi\u0107.<\/p>\n\n\n\n
