PES MP, Vasilije \u010carapi\u0107, said that the return of Sveti Stefan and record air connectivity represent a strong impulse for tourism, while tourism specialist, Petar Golubovi\u0107, estimates that Montenegro has a real chance of a record tourist season.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"557\" src=\"https:\/\/gradski.me\/wp-content\/uploads\/2026\/05\/masic1-1024x557.webp\" alt=\"\" class=\"wp-image-968413\" title=\"\" srcset=\"https:\/\/gradski.me\/wp-content\/uploads\/2026\/05\/masic1-1024x557.webp 1024w, https:\/\/gradski.me\/wp-content\/uploads\/2026\/05\/masic1-300x163.webp 300w, https:\/\/gradski.me\/wp-content\/uploads\/2026\/05\/masic1-768x417.webp 768w, https:\/\/gradski.me\/wp-content\/uploads\/2026\/05\/masic1-1536x835.webp 1536w, https:\/\/gradski.me\/wp-content\/uploads\/2026\/05\/masic1-18x10.webp 18w, https:\/\/gradski.me\/wp-content\/uploads\/2026\/05\/masic1.webp 1573w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\"><em>Miroslav Ma\u0161i\u0107, photo: RTV PG<\/em><\/figcaption><\/figure>\n\n\n\n<p><strong>Ma\u0161i\u0107: The upcoming season will be better than the last one<\/strong><\/p>\n\n\n\n<p>The Director General of the Road Transport Directorate at the Ministry of Transport, Miroslav Ma\u0161i\u0107, explained that this is a complex project.<\/p>\n\n\n\n<p>\"It's not just a road as a road, but there are also installations that accompanied the project, such as the regional water supply for that area of \u200b\u200bthe Coast, CEDIS installations, the local water supply installations of Kotor and a number of other installations, which further complicated the implementation of the project itself. The most important thing is that some installations were not originally planned and coordinated at different levels of local self-government units,\" Ma\u0161i\u0107 pointed out.<\/p>\n\n\n\n<p>He pointed out that this was a demanding project whose contracted deadline was two years.<\/p>\n\n\n\n<p>\"The deadline expired in mid-January this year, so we now have a delay of several months. However, the aspiration of all parties to the project - the Traffic Administration, the contractor, the supervision and the Regional Water Supply Company - is for the boulevard to be passable and safe for traffic by May 31, or for the entire route to be covered with two layers of asphalt,\" said Ma\u0161i\u0107.<\/p>\n\n\n\n<p>He added that the final layer of asphalt, as well as permanent vertical and horizontal signage, will be completed after the tourist season.<\/p>\n\n\n\n<p>\"This was planned so as not to disrupt traffic during the summer,\" he said.<\/p>\n\n\n\n<p>According to him, this year's tourist season will be welcomed in significantly better conditions than the previous one.<\/p>\n\n\n\n<p>\"We will not have situations where certain zones are covered with macadam or buffer, nor where machines are located in the immediate vicinity of vehicles. We ask for the understanding of both citizens and tourists, because the reconstruction of the road that is taking place alongside traffic inevitably affects the creation of congestion and dissatisfaction of traffic participants, but this is not a picture unique to Montenegro, but also to other countries,\" said Ma\u0161i\u0107.<\/p>\n\n\n\n<p>Speaking about the current state of work, Ma\u0161i\u0107 said that the section is divided into nine subsections, or lots.<\/p>\n\n\n\n<p>\"Two layers of asphalt have been completed on seven sections. The eighth section remains, namely the settlement zone, about 800 meters long on both sides, as well as the part from the settlement to Jaz, the right side when viewed from the direction of Budva towards Tivat, two kilometers long. The plan is that by May 20th the part from Jaz to the settlement will be under asphalt, while the settlement zone itself should be completed by May 31st, as the contractor has announced several times and as predicted by the dynamics of all stakeholders in the project,\" said Ma\u0161i\u0107.<\/p>\n\n\n\n<p>Ma\u0161i\u0107 estimated that there will be significantly less crowds during the upcoming tourist season.<\/p>\n\n\n\n<p>\"Both sides of the boulevard will be passable. Of course, there will be temporary signage and it will not be possible to drive at the speed envisaged by the project after all the works are completed, but traffic will function without the congestion we had last summer while the works were taking place in the road zone itself,\" said Ma\u0161i\u0107.<\/p>\n\n\n\n<p>Commenting on traffic jams in Budva and on the Tivat-Jaz section, which are often cited as critical points during the tourist season, Ma\u0161i\u0107 said that this is a long-standing problem.<\/p>\n\n\n\n<p>\"During the tourist season, we have a significant influx of vehicles from abroad and a much higher volume of traffic than during the rest of the year. On average, around 25,000 vehicles travel on that route daily, while in the summer that number exceeds 30,000.\"<\/p>\n\n\n\n<p>\"The existing road before the reconstruction could not accommodate such a large volume of traffic. There were congestions even before the reconstruction began, which is why it was necessary to increase the flow and safety of this route,\" he said.<\/p>\n\n\n\n<p>Ma\u0161i\u0107 also reminded that a decision was recently made to select the most favorable contractor for the Budva bypass.<\/p>\n\n\n\n<p>\"There is currently a deadline for possible complaints. If there are none, the contract will be concluded quickly, and we expect the contractor to begin developing the main design and preparing for the works within the year. Wizz Air alone has connections to 24 destinations, of which 17 new routes were opened a few months ago. So, we have record air connectivity, the reopening of Sveti Stefan, as well as the announcement of the EXIT festival, which will be based in Montenegro.\"<\/p>\n\n\n\n<p>\"We will have two major festivals during this season \u2013 EXIT and Sea Dance. Also, a large number of capital projects being developed in the north of Montenegro are further strengthening tourism in the north of the country, so we can expect a very successful tourist season,\" said \u010carapi\u0107.<\/p>\n\n\n\n<p>According to him, the reopening of Sveti Stefan represents an important step forward for Montenegrin tourism.<\/p>\n\n\n\n<p>\"The opening of Sveti Stefan, which was agreed through the terms of the settlement between the state and the lessee, is extremely important. According to this dynamics, as they themselves announced, we can expect the opening of the first phase - the hotel, the Milo\u010der villas and accompanying facilities - in May, while the opening of the island itself is expected in June.\"<\/p>\n\n\n\n<p>\"It is the jewel of our luxury tourism offer and it is very important that we have Sveti Stefan fully open this season,\" he emphasized.<\/p>\n\n\n\n<p>\u010carapi\u0107 believes that the settlement reached brought a positive epilogue after a lengthy arbitration process.<\/p>\n\n\n\n<p>\"This is the epilogue of a difficult and lengthy arbitration in which the interests of both parties were jeopardized, and which, in my opinion, did not have to happen. However, we are emerging from this process with settlement terms and an atmosphere that is certainly better than when the arbitration began.\"<\/p>\n\n\n\n<p>\"I think that the message sent by both the lessee and Aman is very important, as they are coming out of the proceedings satisfied with what was achieved with the Government of Montenegro,\" said \u010carapi\u0107.<\/p>\n\n\n\n<p>He added that, in his opinion, the interests of the state were protected.<\/p>\n\n\n\n<p>\"Through various initiatives, such as declaring Milo\u010der Park a protected cultural asset and repealing certain problematic urban development projects that enabled the urbanization of Milo\u010der Park and the wider Sveti Stefan area, we see that the best interests of Montenegro are being protected,\" he said.<\/p>\n\n\n\n<p>Speaking about the importance of the Aman brand for Montenegro, \u010carapi\u0107 said that it is one of the most prestigious luxury brands in the world.<\/p>\n\n\n\n<p>\"Aman as a brand is something that every tourist destination wants. I think that the synergy between Montenegro, as perhaps the most beautiful country in Europe, and what Aman can offer as probably the largest luxury tourist brand in the world, is something that can make Montenegro an even more attractive destination,\" said \u010carapi\u0107.<\/p>\n\n\n\n<p>He also addressed the criticism that has emerged in the public regarding the agreement with the Aman company.<\/p>\n\n\n\n<p>\"I was the coordinator of the legal team that led the arbitration process. I participated professionally in that process, not as someone who made political decisions, but as someone who led the legal part of the process.\"<\/p>\n\n\n\n<p>\"We emerged from that process very successfully, without any damage to the state. We did not damage the reputation of either the other party or our own, and in the end we received better conditions than they were before the arbitration began. I am proud of that and I believe that the Government is also satisfied with this arrangement and the results of my work,\" said \u010carapi\u0107.<\/p>\n\n\n\n<p>He said that those who are not satisfied with the agreement have not offered concrete explanations for their objections.<\/p>\n\n\n\n<p>\"Of course, there are those who are not satisfied, but I have not seen any concrete explanations as to why they believe this is a bad solution or what could have been achieved better. I am convinced that this is the best option for the state of Montenegro,\" he said.<\/p>\n\n\n\n<p>Finally, he emphasized the importance of Amman's return in a promotional sense.<\/p>\n\n\n\n<p>\"The return of Aman is already bringing a strong promotional effect on social networks. Montenegro is being promoted more than ever as a tourist destination, and as far as I know, Aman is behind a large number of posts that promote not only their hotels, but also the destination itself. In the author's text, it was recommended as one of the best choices in Europe for anyone looking for the Mediterranean and the coast. It is very important that they did not present us as a cheap destination, but as a destination that provides value for the money that tourists spend. In today's global situation, when people are very careful about travel costs, this is extremely important,\" said Golubovi\u0107.<\/p>\n\n\n\n<p>Speaking about air connectivity, he pointed out that it is currently at a high level, but that there are infrastructure limitations.<\/p>\n\n\n\n<p>\"We have phenomenal air connectivity in line with existing capacities. Of course, it can be much better and should be better, but the current airport infrastructure capacities simply do not allow for it.\"<\/p>\n\n\n\n<p>\"It is precisely because of insufficient capacity that we are not realizing our full potential when it comes to tourist traffic,\" said Golubovi\u0107.<\/p>\n\n\n\n<p>He particularly emphasized the importance of cooperation with the airline Wizz Air.<\/p>\n\n\n\n<p>\"Wizz Air brings us tourists from Western and Northern Europe, precisely from source markets that will be looking for alternatives to destinations affected by wars and instability this year. Research shows that tourists are not canceling trips, but are redirecting demand towards destinations that are perceived as safe and secure. This is precisely where Montenegro sees its opportunity,\" he said.<\/p>\n\n\n\n<p>He added that rising energy and airline ticket prices will further influence the choice of closer destinations.<\/p>\n\n\n\n<p>\"Due to the increase in energy prices, air ticket prices are expected to increase, so tourists will look for closer destinations to reduce travel costs. This is where we are looking for our space and I believe that with good promotion we can further strengthen our position,\" said Golubovi\u0107.<\/p>\n\n\n\n<p>According to him, the promotion of Montenegro on social networks and in international media has never been more intense.<\/p>\n\n\n\n<p>\"Montenegro is being very strongly promoted today as a destination to visit. This is not the first time that the BBC has written positively about Montenegro. At the end of last year, we were also among the recommended world destinations, which confirms that we are increasingly positioning ourselves as an attractive tourist destination on a global level,\" Golubovi\u0107 pointed out.<\/p>\n\n\n\n<p>Speaking about infrastructure, he emphasized that it is necessary to improve the country's transport connectivity.<\/p>\n\n\n\n<p>\"The improvement of the transport infrastructure is of key importance. The Tivat-Budva section is the most talked about because the majority of tourist traffic is carried out on the coast, but we often forget the road route to the north of the country. The Mojkovac-\u0110ur\u0111evi\u0107a Tara road is currently in very poor condition and practically impassable, and it is an important road for tourism in the north of Montenegro,\" he said.<\/p>\n\n\n\n<p>Golubovi\u0107 believes that the Budva bypass should have been a priority before the reconstruction of the Tivat-Budva boulevard.<\/p>\n\n\n\n<p>\"We will get a nice highway between Tivat and Budva, but when we talk about traffic flow, vehicles will again reach a bottleneck when entering Budva and we will have traffic jams again. That is why I believe that the Budva bypass is a project that was necessary and that will be of enormous importance in the long term, not only for Budva but also for Bar and Ulcinj. We need a fast road parallel to the Adriatic Highway, similar to what has been solved in Croatia,\" he said.<\/p>\n\n\n\n<p>However, Golubovi\u0107 assessed that there are realistic chances for a very successful season.<\/p>\n\n\n\n<p>\"There is absolutely a possibility that Montenegro will achieve record tourism results this year. However, there are also certain challenges, primarily administrative barriers and visa regimes towards some important emitting markets, such as Russia, Turkey and Azerbaijan.
