{"id":966513,"date":"2026-05-06T07:28:00","date_gmt":"2026-05-06T05:28:00","guid":{"rendered":"https:\/\/gradski.me\/?p=966513"},"modified":"2026-05-06T07:07:23","modified_gmt":"2026-05-06T05:07:23","slug":"dnp-nece-na-sastanak-s-podgorickom-opozicijom-knezeviceva-partija-odbila-poziv-sep-a-za-konsultacije","status":"publish","type":"post","link":"https:\/\/gradski.me\/en\/politika\/dnp-nece-na-sastanak-s-podgorickom-opozicijom-knezeviceva-partija-odbila-poziv-sep-a-za-konsultacije\/","title":{"rendered":"DNP does not want to meet with Podgorica opposition: Kne\u017eevi\u0107's party rejected SEP's invitation for consultations"},"content":{"rendered":"<p><\/p>\n\n\n\n<p>The head of the DNP parliamentary group in Belgrade, Vladimir Bulatovi\u0107, told \"Vijesti\" that they will not respond to the SEP's call, and that they will express their views on the initiatives and \"potentially agreed positions of the rest of the opposition\" if these proposals are put on the agenda of the Podgorica parliament.<\/p>\n\n\n\n<p>As reported by \"Dan\" yesterday, the SEP said that they have invited the heads of councilor clubs and presidents of municipal committees of the Democratic Party of Socialists (DPS), the European Union, the Civic Movement (GP) URA, Preokret, and the DNP, which recently left the city and state governments, to the meeting, which is scheduled for today at noon.<\/p>\n\n\n\n<p>\"We made the call to discuss the situation in the Capital City, joint opposition activities, and try to agree on a name that we would propose for the vice president. If we come up with a name, we would send that proposal to the President of the Capital City Assembly, Jelena Borovini\u0107 Bojovi\u0107... because according to the Rules of Procedure, only she can propose the vice president. I believe that we will quickly come up with a name that everyone will agree on,\" he said, adding that they will make every effort to submit the initiative for the appointment of the vice president, as well as the initiative for the dismissal of Borovini\u0107 Bojovi\u0107, by the end of the week.<\/p>\n\n\n\n<p>Mugo\u0161a said last week that the SEP expects DNP support for the dismissal of Borovini\u0107 Bojovi\u0107, and that they concluded this from conversations with their (DNP) councilors. Bulatovi\u0107 denied this to Television Vijesti, saying that the DNP had not had any consultations with the SEP.<\/p>\n\n\n\n<p>\"Vijesti\", citing multiple sources, recently announced that Borovini\u0107 Bojovi\u0107 could become the Deputy Prime Minister in charge of health.<\/p>\n\n\n\n<p>Her removal from the position in the Capital City Assembly depends on the votes of the DNP, which has not yet made a statement on the matter. In the event that the DNP votes in favor or that Borovini\u0107 Bojovi\u0107 joins the government and the city parliament is left without a president, it is questionable how the ruling coalition in Podgorica would elect the head of the Assembly (since it no longer has a majority) and whether, if that does not happen, the Capital City would be on the path to compulsory administration.<\/p>\n\n\n\n<p>According to the Law on Local Self-Government (Article 49), when the mandate of the President of the Assembly expires, the function of the head of the parliament, until the election of a new one, is performed by the Vice-President. The Assembly of the Capital City does not have a Vice-President, and in that case, according to the same article of the law, \u201cthe function of the President of the Assembly until the election of a new President of the Assembly shall be performed by a councilor who is from the councilors' club that has the largest number of councilors\u201d.<\/p>\n\n\n\n<p>The law requires the assembly to elect a speaker of the assembly no later than 30 days after the end of the previous speaker's term, but it does not specify what happens if they do not elect one. However, it is clear that if a speaker of parliament is not elected within 30 days, it would lead to compulsory administration - because the sessions of the assembly could not be scheduled.<\/p>\n\n\n\n<p>The initiative to dismiss Borovini\u0107 Bojovi\u0107 was submitted in early April by SEP councilors Mugo\u0161a and Jelena Kne\u017eevi\u0107. Mugo\u0161a previously stated that they decided to take this step \"because the government in the capital is not functioning.\"<\/p>\n\n\n\n<p>In order for an initiative to enter the parliamentary procedure, it requires the signatures of 20 councilors, while the vote, which is secret according to the Statute of the Capital City, requires 30 \u201chands\u201d.<\/p>\n\n\n\n<p>The ruling New Serbian Democracy (NSD), Democratic Montenegro, Socialist People's Party and United Montenegro announced that they would not support the initiative, while the Europe Now Movement (PES) and the Movement for Podgorica (PzPG) believe that it will be as unsuccessful as the one to shorten the mandate of the Capital City Assembly, while the DPS, the European Alliance and Preokret announced that they would vote for it.<\/p>\n\n\n\n<p>The initiative to shorten the mandate of the Capital City Assembly failed to pass at the local parliament session on March 19. The initiative was submitted by the European Union, but 28 councilors voted in favor of it \u2013 meaning that there was no required majority.<\/p>\n\n\n\n<p>The Capital City Assembly has 59 councilors.
