It was suggested that the new law should prescribe the levels and nature of air pollution at which the Government of Montenegro, upon the proposal of the Ministry or local government bodies, may introduce stricter protection measures, or authorize the Government by law to prescribe this.<\/p>\n\n\n\n
\"The community also believes that it is necessary to create legal prerequisites for the direct engagement of the Center for Ecotoxicological Research, as a national reference laboratory, by local self-government units that decide to establish a local air monitoring network,\" the statement reads.<\/p>\n\n\n\n
Owners or users of stationary pollution sources should, in the opinion of the Community, submit pollution data to the Environmental Protection Agency, and not to the local government authority, as this would be contrary to the overarching Environmental Law, which stipulates that polluters are obliged to submit the necessary data to the Agency.<\/p>\n\n\n\n
\"When it comes to penal provisions, the suggestion is that penalties be prescribed not only for legal entities and responsible persons in local self-government bodies, but also for responsible persons in state administration bodies, for holders of public authority and authorized legal entities,\" the ZOCG states.<\/p>\n\n\n\n
One of the suggestions of the Union of Municipalities is to more precisely regulate the public consultation process regarding this area.<\/p>\n\n\n\n
