podstanara objavilo prvi Indeks kirija Crne Gore"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Cilj Indeksa je da javnosti i institucijama omogu\u0107i jasnu i mjerljivu sliku priu\u0161tivosti stanovanja, koja do sada nije postojala u sistematskom obliku.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>KONTEKST PODSTANARSTVA U CRNOJ GORI<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prema dostupnim procjenama i statisti\u010dkim okvirima, u Crnoj Gori danas \u017eivi izme\u0111u:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">30.000 \u2013 40.000 podstanarskih doma\u0107instava, odnosno oko 80.000 \u2013 120.000 gra\u0111ana u podstanarstvu ili stambeno nesigurnom statusu.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Podstanarska populacija nije homogena, ve\u0107 se sastoji od vi\u0161e dru\u0161tvenih i ekonomskih grupa:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">mlade porodice i mladi zaposleni, jedno\u010dlana doma\u0107instva, samohrani roditelji, penzioneri podstanari, socijalno ugro\u017eeni gra\u0111ani,&nbsp; studenti i privremeni stanari, uklju\u010duju\u0107i dio dijaspore i sezonskih radnika.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ova struktura pokazuje da podstanarstvo u Crnoj Gori vi\u0161e nije privremeni, ve\u0107 za veliki dio stanovni\u0161tva dugoro\u010dni oblik stanovanja, sa razli\u010ditim nivoima finansijske ranjivosti.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>METODOLOGIJA<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeks kirija (IKCG) izra\u010dunava se prema formuli:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IKCG = (prosje\u010dna mjese\u010dna kirija \/ prosje\u010dna neto plata) \u00d7 100<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>ULAZNI PODACI (APRIL 2026)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prosje\u010dna neto plata: 1.020 \u20ac<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prosje\u010dna tr\u017ei\u0161na kirija: 625 \u20ac<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>REZULTAT<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IKCG = 61<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Crna Gora se, prema ovom pokazatelju, nalazi u zoni&nbsp; stambenog optere\u0107enja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>FER KIRIJA (REFERENTNI OKVIR)<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fer kirija, kao me\u0111unarodno prihva\u0107en okvir priu\u0161tivosti, defini\u0161e se kao:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">25% do 30% neto prihoda<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Za Crnu Goru to iznosi:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">255 \u20ac \u2013 306 \u20ac po osobi<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">U odnosu na tr\u017ei\u0161ni prosjek, kirije su u prosjeku zna\u010dajno iznad odr\u017eivog nivoa za jedno\u010dlana doma\u0107instva.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>ANALIZA PO TIPU DOMA\u0106INSTVA<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dvoprimaju\u0107a doma\u0107instva<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">prihod: ~2.040 \u20ac<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">fer kirija: 510 \u2013 610 \u20ac<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;tr\u017ei\u0161te je blizu granice odr\u017eivosti<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jedna plata (samohrani roditelji)<\/p>\n\n\n\n<p \u20ac<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">kirije \u010desto prelaze realne mogu\u0107nosti bez dodatne podr\u0161ke<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Korisnici socijalne pomo\u0107i<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">prihod: ~150\u2013300 \u20ac<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">tr\u017ei\u0161ni najam je sistemski nepriu\u0161tiv bez pomo\u0107i dr\u017eave ili porodice<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>KLJU\u010cNI NALAZI<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tr\u017ei\u0161te stanovanja je iznad \u201cfer zone\u201d za jedno\u010dlana doma\u0107instva<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dvoprimaju\u0107a doma\u0107instva su jedina relativno stabilna kategorija<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Penzioneri i socijalno ugro\u017eeni su strukturno isklju\u010deni iz tr\u017ei\u0161ta najma<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Razlika izme\u0111u prihoda i kirija predstavlja rastu\u0107i socijalni pritisak<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>ZAKLJU\u010cAK<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indeks kirija Crne Gore pokazuje da je tr\u017ei\u0161te stanovanja optere\u0107eno za prosje\u010dna doma\u0107instva,<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ali zna\u010dajno nepriu\u0161tivo za ranjive dru\u0161tvene grupe<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Udru\u017eenje podstanara smatra da je uvo\u0111enje Indeksa kirija prvi korak ka transparentnoj stambenoj politici, preciznom mjerenju priu\u0161tivosti i razvoju ciljanih mjera podr\u0161ke gra\u0111anima.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>PORUKA ZA INSTITUCIJE I VLADU CRNE GORE<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Udru\u017eenje podstanara Crne Gore poziva Vladu i nadle\u017ene institucije da hitno pre\u0111u sa deklarativnih na mjerljive i sistemske mjere stambene politike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trenutno stanje pokazuje da tr\u017ei\u0161ni mehanizmi sami po sebi ne obezbje\u0111uju priu\u0161tivo stanovanje za zna\u010dajan dio gra\u0111ana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Zbog toga se zahtijeva:<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">uvo\u0111enje zvani\u010dnog dr\u017eavnog Indeksa kirija<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">uspostavljanje sistema redovnog pra\u0107enja odnosa kirija i plata<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">hitno kreiranje programa priu\u0161tivog i socijalnog stanovanja<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ciljane subvencije za samohrane roditelje, penzionere i niskoprimaju\u0107e gra\u0111ane<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">regulacija i kontrola tr\u017ei\u0161ta dugoro\u010dnog najma u urbanim sredinama<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nastavak ignorisanja ovog problema vodi ka daljem pove\u0107anju stambene nesigurnosti, odlasku mladih i produbljivanju socijalnih razlika.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Udru\u017eenje podstanara smatra da je vrijeme za prelazak sa analize na konkretno djelovanje zasnovano na podacima, a ne procjenama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>PORUKA ZA JAVNOST<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Problem stanovanja u Crnoj Gori nije samo visina kirija, ve\u0107 odnos kirija i realnih prihoda
