A strange situation has arisen between the Ministry of Social Welfare and persons with disabilities in the sense that the Law on Unified Disability Expertise was adopted, as well as the adoption of a new regulation of the Center for Social Work regarding the exercise of the right to social benefits on the one hand, and the period from August in which there were no committees to decide on this, on the other hand. <\/p>\n\n\n\n
There is a line that, in my opinion, must be drawn \u2014 not as a border, but as a space of understanding between the system and the people. I will not justify the fact that the commissions of the social work centers, which decide on the rights of people with disabilities, have not met since August. That is not a small thing. Those are months in which people have been waiting and carrying the burden of uncertainty. <\/p>\n\n\n\n
But at the same time, we should not ignore reality. Montenegro has entered the process of adopting a new law on unified expert assessment and amending the regulations governing the exercise of the right to social benefits. This process is not technical, it is essential in terms of a greater scope of rights for persons with disabilities. It changes the way in which disability is assessed, but also opens up space for a wider scope of rights and fairer access to social benefits. If we are to be objective, this process is not simple at all, on the contrary, it is very complex for several reasons. This brings us to the key question, which is the bigger problem, a delay of several months or a system that has not been fair enough for years?<\/p>\n\n\n\n
If the result of these changes is a better legal framework, greater rights and a more dignified position for people with disabilities, then the delay, although unpleasant and difficult, becomes a smaller problem compared to what we gain in the long term. But, and this is also important to emphasize, understanding does not mean silence. Institutions have an obligation to communicate clearly, transparently and on time. People have the right to know why they are waiting, how long they will wait and what they can expect. That is why I believe that at this moment we should not choose sides. I believe that we all have to be responsible and objective. We need to understand the system when it is trying to improve, we need to support changes that bring more rights. But I stand with people who must not be collateral damage to that process, because the point is not whether we are delayed for a few months, the point is whether we are finally moving forward<\/p>","protected":false},"excerpt":{"rendered":"
