Babovi\u0107<\/em><\/p>\n\n\n\n<p>The President of the Education Union, Radomir Bo\u017eovi\u0107, stated that the negotiations on the new general collective agreement and the increase in the coefficient are \"very strange\".<\/p>\n\n\n\n<p>\u2013 The meeting with the Prime Minister was supposed to take place about 15 days ago, and today, before this press conference, we received an email that the Prime Minister wants to receive us on March 30, practically the day before the General Collective Agreement expires. We have no hidden, evil intentions to upset the state of Montenegro by causing the budget to collapse due to these increases that we are asking for. We believe that we are extremely realistic, that this is simply the situation, that the time is ripe to increase salaries in the public sector \u2013 Bo\u017eovi\u0107 announced.<\/p>\n\n\n\n<p>Discussions between social partners and the Prime Minister on a new general collective agreement (GCA) have been going on for months, and the outcome of the negotiations is of crucial importance for improving the labor and legal status of employees in Montenegro.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Budget impact<\/h2>\n\n\n\n<p>An estimate is expected of how much the increase in the calculation value of the coefficient would affect the state budget. An earlier unofficial estimate was that the total increase in wages would be around 70 to 80 million euros per year, but this is not a final analysis because the state would also have increased revenue from taxes and contributions on wages by the percentage of their increase. Also, part of the public sector and state-owned enterprises already have a calculation value of the coefficient of 100 euros or more through collective agreements.<\/p>\n\n\n\n<p>In addition to the union's request to increase the calculation value of the coefficient from 90 to 100 euros, the entire package of requests put forward by employers and the Government is being considered, and relates to different standards for sick leave, reducing the cost of sick leave for the employer from 60 to 30 days, considering standards for rewarding workers and a seven-hour working day.<\/p>\n\n\n\n<p>The calculation value of the coefficient is a basic element of salary calculation, and its increase from 90 to 100 euros would mean an increase in salary for these workers by about ten percent. This would not apply to activities where it is already defined in sectoral agreements at amounts of 100 euros or more.<\/p>\n\n\n\n<p>The General Labor Code, which defines a significant scope of labor rights, such as rights to overtime and holiday pay, severance pay, annual vacations, paid leave, benefits, union work, etc., expired on December 30th last year, and by amending the Labor Law on December 31st, lawmakers extended the validity of the existing law until March 31st of this year.<\/p>\n\n\n\n<p>The Assembly extended the validity of the old General Labor Code so that around 100,000 employees, whose basic labor rights are not protected by sectoral collective agreements or employer contracts, would not be left without them.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The meeting with the Prime Minister was supposed to take place about 15 days ago, and before this press conference we received an email that the Prime Minister wanted to receive us on March 30th, practically the day before the General Collective Agreement expires - said the president of the Education Union, Radomir Bo\u017eovi\u0107.<\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">Coefficient value<\/h2>\n\n\n\n<p>The calculation value of the coefficient was set at 90 euros 13 years ago and has not been changed since then. The obligation from the General Collective Agreement, which was last signed at the end of 2022, is to review its amount at the end of each year by December 31st by adjusting it to inflation, movements in the minimum consumer basket, cost of living, economic factors, etc., however, this has not been done since then.<\/p>\n\n\n\n<p>The same article of the General Terms and Conditions also states that \"in the event that the contracting parties do not review and agree on the calculation value of the coefficient in accordance with paragraph 2 of this article (by December 31), the calculation value of the coefficient from paragraph 1 of this article (of 90 euros in the following year as well) will apply.\"<\/p>\n\n\n\n<p>\u2013 We consider the increase in the calculation value of the coefficient (OVK) from 90 to 100 euros necessary in order to preserve the positive effects of Europe US 1 and Europe US 2, which were undermined by inflationary trends in the previous period. In doing so, we also took into account the position of the World Bank, which requires us to reduce public spending and maintain salaries in 2026 at the level of 2025. However, we believe that budget expenditures for employee salaries, which would follow the increase in the OVK, could be compensated from internal reserves, so as not to increase the budget \u2013 it was stated, among other things, in the letter of social partners to the Ministry of Finance dated December 11 last year.&nbsp;<\/p>","protected":false},"excerpt":{"rendered":"<p>If the social partners do not agree on an increase in the cost of labor and the conclusion of a new general collective agreement at a meeting with Prime Minister Milojko Spaji\u0107 on March 30, representatives of the Union of Free Trade Unions (USSCG) announced at a press conference yesterday that they will organize a protest on April 7.
