He pointed out that \"a crackdown on illegal assets is the most effective tool in the fight against corruption and organized crime,\" emphasizing that confiscation of assets often has a greater effect than prison sentences alone.
\"The point is not how much time someone will spend in prison, but that what was stolen from them is returned to the citizens,\" said Zogovi\u0107.<\/p>\n\n\n\n
Without a systematic return of illegally obtained funds, he says, justice remains incomplete and citizens' trust in institutions weak. He believes that the state's focus must be on financial investigations and returning money to the budget, instead of \"spectacular arrests in front of cameras.\"<\/p>\n\n\n\n
Zogovi\u0107 states that estimates indicate that several billion euros have been extracted from the economy through various abuses, but adds that it is realistic to expect that a significant portion of that money will be returned.<\/p>\n\n\n\n
\"Recovering funds of several hundred million to a couple of billion euros would be a huge result,\" he said.<\/p>\n\n\n\n
He particularly emphasized the need to enact a law on the origin of property, which would enable the so-called civil seizure of property.<\/p>\n\n\n\n
\"If someone cannot prove how they acquired property, the state must have the right to seize it,\" said Zogovi\u0107, explaining that this would introduce a reversed burden of proof and speed up the procedure compared to criminal trials.<\/p>\n\n\n\n
He added that the key goal of such a system would be to make crime unprofitable and return illegally acquired assets to citizens through the budget and public projects.<\/p>\n\n\n\n
Finally, Zogovi\u0107 conveyed his impression from conversations with citizens: \"There would be no greater punishment for those who plundered Montenegro than for the state to release them, but for them to live on a minimal pension,\" he said, quoting a pensioner.<\/p>\n\n\n\n
He concluded that success in the fight against corruption must be measured by concrete results \u2013 \"billions returned to the budget and complete transparency of confiscated assets.\"<\/p>\n\n\n\n
