Red sludge, a residue from decades of aluminum production, continues to pollute the environment. According to not entirely precise calculations, at least 8 million tons of red waste have been deposited just a few kilometers from the center of the capital.
The red mud basin near Podgorica is Montenegro's biggest environmental problem. This could potentially be a source of serious income in the coming decades, but now the priority is to protect the environment from further pollution.
The state finally decided to address this problem and for that purpose made a loan arrangement, approved by the World Bank, in the amount of 32 million euros.
\"The government has amended the state waste management plan and banned the disposal of hazardous waste in the KAP zone. A very high-quality study has been prepared for the rehabilitation or remediation of the red mud basin and the solid, hazardous waste landfill in the KAP zone,\" said Minister of Ecology, Sustainable Development and Northern Development Damjan \u0106ulafi\u0107.
\"We will prevent the contamination of groundwater, as well as the surface waters of the Mora\u010da River itself and Lake Skadar,\" says environmental activist Vuk Vujisi\u0107.
Analysis of the red mud from the surface of the pool has found aluminum, gallium, titanium, iron and numerous other elements in large quantities and could potentially bring Montenegro several billion euros in revenue. The country does not have the technology to extract these elements from the mud in an environmentally friendly way, and there is also a large presence of sodium hydroxide.<\/p>\n\n\n\n
\"Let's say it's 3 percent. That's a huge amount. So that's 240,000 tons of caustic soda. Caustic soda is an extremely aggressive material and it is by far the most dangerous material found in the red mud pool. For several reasons,\" explains retired professor of physical chemistry Marko Ivanovi\u0107.<\/p>\n\n\n\n
The registered ownership of the land on which the two pools are located has not been defined. The question is whether KAP was the owner or user of the land and whether the land illegally passed into the hands of a private owner during the privatization of that company, our interlocutors point out.<\/p>\n\n\n\n
\"I am in favor of first reviewing all the regularities when it comes to the transfer of this land. That is, the state should not expropriate and pay millions to the current owner, but rather review whether there has been any embezzlement,\" says Vujisi\u0107.
\"These days, we are trying, in interdepartmental cooperation with colleagues from urban planning, finance and others, to resolve the issue of registered ownership of red mud pools, because this is currently one of the challenges,\" emphasizes Minister \u0106ulafi\u0107.<\/p>\n\n\n\n
Minister \u0106ulafi\u0107 expects the ownership of the red mud basin to be quickly defined. Once the ownership is resolved, the conditions would be created for the start of the rehabilitation, which includes covering the mud with impermeable foils, filling the area with soil over 45 hectares, and eventually the possible installation of solar panels that would potentially produce 20 gigawatts of electricity per year. Professor Ivanovi\u0107 concludes that in the next 15 years or so, clean technologies will emerge that will allow valuable elements to be extracted from the red mud.<\/p>\n\n\n\n
