DPS, as the now former co-chair of the committee Nikola Rako\u010devi\u0107 told us, will retain the right to propose electoral laws, including open lists, direct election of municipal presidents and other solutions of interest to citizens and the electoral system. In the ruling majority, as we were unofficially told, they have not yet defined the future model of the functioning of the electoral reform committee. From the recent boast, they draw attention to the fact that most of the problems have remained unresolved, and today they are waiting for much more serious threats like those faced by Hungary and Romania.<\/p>\n\n\n\n
There is every chance that we will see this election cycle without reformed legislation. After the opposition, namely the co-chairman of the Electoral Reform Committee Nikola Rako\u010devi\u0107, clearly announced that they will not participate in the work of that parliamentary body, it seems quite realistic that this job is waiting for better days for now.<\/p>\n\n\n\n
But hope, Rako\u010devi\u0107 tells us, is not lost.<\/p>\n\n\n\n
\"Not all chances are lost, but what is definitely irretrievably lost and over is the illusion that there is any kind of institutional dialogue between the government and the opposition,\" he states.<\/p>\n\n\n\n
The opposition, as Rako\u010devi\u0107 points out, will propose models for reforming electoral legislation through a debate in the Parliament.<\/p>\n\n\n\n
\"Therefore, we will work on the law on the election of councilors and deputies, on laws that provide for the direct election of municipal presidents and two mayors, and in this way we will offer Parliament to vote on reformed electoral legislation,\" he said.<\/p>\n\n\n\n
Opposition MPs will also participate in the work of the commission for the selection of the leaders and members of the central election commission, adds Rako\u010devi\u0107.<\/p>\n\n\n\n
\"The third selection has been announced and I hope that it will result in interested candidates who meet strict criteria applying and that we will be able to propose to Parliament a list of professionals who are not affiliated with political parties and who have strong integrity,\" he said.<\/p>\n\n\n\n
What is certain, and these are the words of Vasilije \u010carapi\u0107, head of the PES parliamentary group and co-chair of the committee, is that we will face the elections without a refined voter register, as he said at a press conference last week.<\/p>\n\n\n\n
\"I think that someone is not comfortable with continuing the reforms that have been started. Cleaning the voter register is a reform that should have been implemented,\" he said.<\/p>\n\n\n\n
The Electoral Reform Committee is the first, says Damir Suljevi\u0107, a member of the State Electoral Commission, hostage to any crisis in Parliament and there is certainly a lot of work to do.<\/p>\n\n\n\n
\"Regardless of who we have to enforce these laws, the important question remains what kind of laws they are. The election administration may be professional and do the best job it can, but until the existing gaps in the election legislation, in the laws they apply, are filled, it is difficult to expect them to do that job in accordance with the expectations that have been imposed on them,\" he says.<\/p>\n\n\n\n
Suljevi\u0107 does not even hope that the Central Election Commission will be formed soon.<\/p>\n\n\n\n
\"The established list has not even reached the Administrative Board, let alone the plenum, and since the third competition is currently ongoing, I am not sure that it can be expected that the entire process will be completed quickly, because even if a high level of agreement is reached within the commission for the selection of these members and the president, the question is whether their proposal will be accepted by the Administrative Board and later by the plenum,\" he says.<\/p>\n\n\n\n
