It happened in the early 90s when we moved from an orderly system to a system of anarchy, inflation, war and everything that was happening and when, according to the admission of the state leadership, he recalls that the then President of Montenegro, the late Momir Bulatovi\u0107, explicitly said that the state had to move into a gray zone, that the state had to move into what are machinations, malversations, smuggling, in order for the system to survive and that this was the way for the state to survive in a time of sanctions, wars, inflation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"Let's assume that this was the best intention of the then state leadership and that it was really for the sake of the state's survival and the system's maintenance. But the sanctions passed, the war passed, the sanctions passed, but the desire of those who participated in all of this did not pass, and inevitably certain parts of both the public and secret police had to be part of that system, which participated in what was an illegal activity, as the then state leadership testified,\" Uro\u0161evi\u0107 pointed out.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uro\u0161evi\u0107 reminds that we have come out of the times of war, inflation, sanctions, but certain parts of the structures that were in the public and secret police did not want to come out of what were millions of transfers, did not want to come out of what were millions that they earned from illegal activities. And from what was the moment when they worked for the state, we come to the fact that they work for personal interests and that they work for the government of the time. From the fact that criminals worked for the state, we come to the fact that the state becomes a service for crime and after that an unprecedented spiral of crime appears. The state, Uro\u0161evi\u0107 emphasizes, becomes a hostage of all those criminal structures that in the early 90s, according to statements by the then leadership, worked for the state, and in the late 90s they work for their personal interests and for the interests of crime and the mafia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"Not all parts of the police and ANB, or the secret service, were part of it, but many were. It couldn't have happened without parts of these structures. It was a state job and those who were part of it continued afterwards. They started recruiting new members, hiring new members, people involved their sons and families in that whole job. After that, these clans spread globally and the state became completely subordinate to organized crime and corruption,\" recalls Uro\u0161evi\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uro\u0161evi\u0107 can imagine what would have happened if there had been no change of government in 2020. He can imagine, he emphasizes, that this would have escalated and that this would have been a complete Colombia in the Balkans. However, there has been a change of government, some things have changed, we also have a police director and the head of the ANB and announcements that the system needs to be changed and we want to support reforms in that system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\"We want to support all of this in the hope that this country will finally get out of what it has been in for 30 years, that it will get out of what it has been trapped in all this time, and that we will finally succeed in bringing this country to what many Western European countries have reached. We want to be part of the European Union, we want to be part of a system where corruption and crime are not in power, and we fully support all laws and reforms that are on the path to reforming both the Ministry of Internal Affairs and the National Security Agency, and to finally see who the actors are who were part of all these structures and who helped organized crime and corruption. Those who were cannot be in that system,\" says Uro\u0161evi\u0107.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Uro\u0161evi\u0107 states that he cannot see why there is so much anger, rage, and agony from the parliamentary opposition over these laws, because, he emphasizes, it is also for their good. He claims that they have nothing to do with all this, as MPs, but that they are obviously still under the influence of certain structures that make decisions in their ideological profiles and that they have to blindly follow all of this. He emphasizes that it would be healing for them to get out of this, to implement what the Minister of Internal Affairs and the Director of Police are proposing, and that perhaps one day they will have coalition capacity, when they are freed from all the structures that weigh them down and that are returning them to the abyss.
