These are reform solutions that lay the foundations for modern, efficient and transparent health data management, with clearly defined mechanisms for protecting patients' rights and improving the quality of healthcare,\" the Ministry of Health said.<\/p>\n\n\n\n<p>During the parliamentary debate, the laws were explained in detail through an argumentative and substantive discussion.<\/p>\n\n\n\n<p>In his address, Minister of Health Dr. Vojislav \u0160imun outlined the key objectives of the proposed legal solutions, emphasizing that their essence lies in better support for healthcare workers and the establishment of safer healthcare for all citizens, as well as strengthening the state's ability to respond to modern challenges in the field of healthcare.<\/p>\n\n\n\n<p>Explaining the Law on Health Data Management and Digital Health, \u0160imun said that a detailed comparative analysis of the legal frameworks of several European Union countries, such as Denmark, Estonia, Finland, Germany and Slovenia, had been conducted, which clearly showed that modern healthcare systems are based on unique, secure and interoperable information systems. He added that this law is based on these experiences and principles.<\/p>\n\n\n\n<p>\"The draft law introduces digital health as a separate and clearly defined normative area. Digital health is not viewed only as a technical issue, but as an integral part of healthcare, public health, and healthcare system management and planning. The development of digital health is managed by the Ministry. The law standardizes processes, technologies, and infrastructure that enable digital exchange of health data, development of electronic services, telemedicine, and digital support for healthcare workers and patients,\" said \u0160imun.<\/p>\n\n\n\n<p>The Minister emphasized that one of the key innovations of the law is the precise standardization of the concepts of health documentation and records, which include medical documentation and records that arise directly in the process of providing health care, diagnostics, treatment and monitoring of the patient, as well as other documentation that includes records significant for the organization of the health system and public health.<\/p>\n\n\n\n<p>\"It includes medical documentation that is created directly in the process of providing healthcare, diagnostics, treatment and monitoring the patient, as well as other documentation that includes records important for the organization of the healthcare system and public health. Standardization of these terms is essential because it: removes legal ambiguities and different interpretations in practice, clearly defines responsibilities for maintaining, storing and protecting documentation, enables standardized electronic documentation, and represents the basis for interoperability and data exchange within the IZIS but also outside it with systems that are important for providing healthcare and services,\" said \u0160imun.<\/p>\n\n\n\n<p>\u0160imun particularly emphasized that this law introduces electronic medical and electronic health records, which, as he pointed out, strengthen patients' rights to access and control over their own data, ensure continuity of treatment, and reduce unnecessary repetition of examinations and procedures.<\/p>\n\n\n\n<p>Speaking about the draft Law on Amendments to the Law on Health Care, the Minister said that these amendments do not introduce isolated innovations, but rather align the basic law with the development of digital health, new regulations in the field of data management, and the need to organize the health system in a standardized, interoperable, and secure manner.<\/p>\n\n\n\n<p>\"Without clear rules on: the type and content of medical documentation, the method of maintaining and exchanging data, processing and delivery deadlines, security and the method of using data - it is not possible to ensure either the quality of healthcare or responsible management of the system. Therefore, this law sets a clear principle: issues of medical documentation and records are systematically linked to a special Law on Data Management in Healthcare and Digital Health, thus creating a coherent normative framework for the development of digital healthcare,\" emphasized \u0160imun in his address to the MPs.<\/p>\n\n\n\n<p>The most significant innovation of this Bill, as he pointed out, is the establishment of the Digital Health Agency as an independent legal entity founded by the Government.<\/p>\n\n\n\n<p>\"The reason for its establishment is the need for digital health to have a permanent institutional structure, and not to depend on project solutions and dispersed competencies. The law regulates in detail: the legal status of the Agency, its operational, technical and developmental competencies, management bodies (Council and Director), conditions and restrictions for appointments, financing and transparency of work. The Agency will perform tasks related to the functioning and development of the IZIS, ensure the interoperability of the system and propose the introduction of new digital tools into healthcare practice. This establishes a single operational center of responsibility for the digital healthcare infrastructure for the first time,\" the minister said.<\/p>\n\n\n\n<p>\u0160imun also stated that this law introduces the institute of mobile pharmacies as a special method of retailing medicines and medical devices via specially equipped vehicles, and that it also specifies the conditions for starting work at a health institution, as well as defining the conditions under which health workers over the age of 66 can continue to work, but also regulates issues of specializations, narrow specializations and licenses.<\/p>\n\n\n\n<p>The adopted laws provide a framework for further modernization of the healthcare system through digital transformation and strengthening institutional capacities.
