{"id":893638,"date":"2025-12-15T20:56:31","date_gmt":"2025-12-15T19:56:31","guid":{"rendered":"https:\/\/gradski.me\/?p=893638"},"modified":"2026-03-03T10:35:42","modified_gmt":"2026-03-03T09:35:42","slug":"pekic-u-crnoj-gori-aktivno-11-kriminalnih-grupa-rmandic-jos-nije-uhapseno-dovoljno-policajaca","status":"publish","type":"post","link":"https:\/\/gradski.me\/en\/drustvo\/pekic-u-crnoj-gori-aktivno-11-kriminalnih-grupa-rmandic-jos-nije-uhapseno-dovoljno-policajaca\/","title":{"rendered":"Peki\u0107: 11 active criminal groups in Montenegro; Rmandi\u0107: Not enough policemen have been arrested yet"},"content":{"rendered":"<p><\/p>\n\n\n\n<p>The interlocutors of RTV Podgorica state that it is obvious that the cleaning of the security sector has begun, that it has been done to a good extent and that there is still work left, as well as that the problem is resources.<\/p>\n\n\n\n<p><strong>Rmandi\u0107: There are certainly still people working in the police who cooperate with criminal organizations<\/strong><\/p>\n\n\n\n<p>The president of the Independent Trade Union of the Police Administration, Igor Rmandi\u0107, stated that he does not have data on how many police officers have been arrested, but that he believes that the number of arrests is \"insufficient\".<\/p>\n\n\n\n<p>\"There are certainly still people working in the Police Department who cooperate with criminal organizations, who are ready to put aside the honor, reputation and dignity of the police uniform for their own interests, and people who are ready to sacrifice their colleagues for the sake of the same interests or the interests of criminal organizations,\" Rmandi\u0107 pointed out.<\/p>\n\n\n\n<p>He points out that we are now witnessing the internal cleansing of the police, and that they are working very seriously on this.<\/p>\n\n\n\n<p>\"I believe that we are working very seriously on this and that in the short term we will clean up the police and achieve a high level of cleaned police, which will be professional and strong. In this way, we will restore the trust of citizens, as well as peace among police officers. It is not easy to work with people you do not trust and who cooperate with criminals, and we have come to a situation where we suspect who works for criminal clans,\" said Rmandi\u0107.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/gradski.me\/wp-content\/uploads\/2025\/12\/Rmandic-1024x508.jpg\" alt=\"\" class=\"wp-image-893644\" title=\"\"><figcaption class=\"wp-element-caption\"><strong><em>Rmandi\u0107\/Photo: RTV Podgorica<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<p>It is devastating and worrying, he says, that in every arrest of an organized criminal group we have at least one police officer.<\/p>\n\n\n\n<p>\"It is even more worrying that we see that most of those police officers were managers. That is why we look forward to cleaning the police ranks. If there is clear evidence, then there can be no question of any kind of revenge, because it is just a cloak to cover someone's crime,\" said Rmandi\u0107.<\/p>\n\n\n\n<p>According to him, most police officers are honorable and honest people, and the reputation of the police is greatly damaged by the arrest of UP officers.<\/p>\n\n\n\n<p>Rmandi\u0107 points out that the integrity of police organizations must be worked on.<\/p>\n\n\n\n<p>\"We can do this by cleaning up the police ranks, by educating and trying to regain the trust of the citizens, and we will do this most easily by working in the service of the citizens and so that they will see visible results. Citizens should not be scared so much by the arrest of police officers, but rather by encouraging and empowering them to cooperate with the police and in synergy to create a good story that will benefit the police organization, as well as the whole society,\" said Rmandi\u0107.<\/p>\n\n\n\n<p>He believes that police officers have unacceptably low salaries, but that their salaries should certainly not be a motive for them to turn to crime.<\/p>\n\n\n\n<p>\"The first and basic thing we need to do is to pass a law on the origin of property, as well as to ask everyone where their property comes from. The burden of proving this property should not be on the police and the prosecution, but on the person who owns large property. We had a salary of 300, 500, 700, now it is 719, so let's see how that man has a house worth 300 or 500 thousand euros and let him prove how he succeeded. Everyone must have evidence for his assets. There is no need to examine the assets as fake diplomas, because it leads nowhere. The crucial question is who will check the assets of the police officers, as well as who will check the assets of the commission,\" said Rmandi\u0107.<\/p>\n\n\n\n<p>According to him, the system must recognize honorable and honest people, who exist in every sector.<\/p>\n\n\n\n<p>Rmandi\u0107 told the citizens that they can feel completely safe and that the police provide the highest level of security.<\/p>\n\n\n\n<p><strong>Peki\u0107: 11 criminal groups are active in Montenegro<\/strong><\/p>\n\n\n\n<p>Security expert Ivan Peki\u0107 states that our institutions have not yet reached the level where politics has no influence on them.<\/p>\n\n\n\n<p>\"After the change of government in 2020, we had one mistake in the steps in the intelligence and security system, first of all the Police Directorate, which was a separate independent body. It was brought back under the auspices of the Ministry of Internal Affairs and, willy-nilly, in that sub-ordination, the Minister of the Ministry of Internal Affairs also manages the director of the Police Directorate. We must wish for complete depoliticization of the security system,\" said Peki\u0107.<\/p>\n\n\n\n<p>He pointed out that until now we only had one person who produced quality results in the fight against organized crime - Vladimir Novovi\u0107.<\/p>\n\n\n\n<p>\"In Montenegro, in 2021, in the SOCTA document, we had information that ten organized criminal groups were operating. Excluding the \u0160kaljarski and Kava\u010dki clans, there are eight more criminal groups. After three years, in the new SOCTA document, in the new government, when the new coordinators and new vice-presidents of the government created the same document, you have 11 organized criminal groups,\" Peki\u0107 said.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/gradski.me\/wp-content\/uploads\/2025\/12\/Pekic-1024x570.jpg\" alt=\"\" class=\"wp-image-893659\" title=\"\"><figcaption class=\"wp-element-caption\"><strong><em>Peki\u0107\/Photo: RTV Podgorica<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<p>He added that from 2021 to 2024, two criminal groups were extinguished, three new ones \"emerged\", and eight remained.<\/p>\n\n\n\n<p>\"Today you have 11 very dangerous criminal groups that deal with various criminal acts. They indirectly or directly influence the holders of power and then they are infiltrated in depth. They are not only infiltrated in the Police Directorate. They are infiltrated in state bodies, local self-governments, ministries, in all pores of Montenegrin institutions. In this way, you must unite together to solve crucial problems,\" said Peki\u0107.<\/p>\n\n\n\n<p><strong>\"Veting is crucial\"<\/strong><\/p>\n\n\n\n<p>He believes that the Law on Vetting is a crucial matter.<\/p>\n\n\n\n<p>\"That vetting that has been initiated must be supported by law. So, the Law on vetting, judges, vetting in the judiciary, and in that way we are looking for concrete results so that these people can spoil us,\" Peki\u0107 said.<\/p>\n\n\n\n<p>Peki\u0107 said that in Montenegro there is a huge number of police officers barely making ends meet, and that they do their job honestly.<\/p>\n\n\n\n<p>\"You must first provide the conditions for the police officers. We as the state of Montenegro have been talking about police uniforms for years. I am not saying that everything could have been solved from 2020 and the change of government. The humiliation of the intelligence and security services of Montenegro has been going on for decades,\" Peki\u0107 believes.<\/p>\n\n\n\n<p><strong>\"The first head of an organized criminal group in Montenegro, Svetozar Marovi\u0107\"<\/strong><\/p>\n\n\n\n<p>He pointed out that there must not be dissonant noises between the prosecution and the police.<\/p>\n\n\n\n<p>Speaking about the control of the property of police officers, Peki\u0107 said that it is necessary to start with checking fake diplomas.<\/p>\n\n\n\n<p>\"It was absolutely necessary to start with the lustration, opening the file,\" Peki\u0107 said.<\/p>\n\n\n\n<p>He said that the first head of an organized criminal group in Montenegro was Svetozar Marovi\u0107.<\/p>\n\n\n\n<p>\"Now, in the current government, you have a statement by the Minister of Justice who says that he will no longer send subpoenas to Serbia. We are sending a very bad message - someone who has been legally convicted, who is the first head of a limited criminal group in Montenegro, will hang out in the same Budva where he was born and where he committed certain criminal acts, on October 1, 2026, when the statute of limitations for a certain criminal act expires. What kind of message is being sent - first from the Montenegrin authorities, then from the Serbian authorities that they don't want to extradite. That man is on the red Interpol warrant,\" Peki\u0107 pointed out.<\/p>\n\n\n\n<p>The main problem, he says, is the judiciary, but also that it needs to be vetted.<\/p>\n\n\n\n<p>\"A vetting process is extremely necessary. The assets of the prosecutor and the judge should be checked,\" Peki\u0107 said.<\/p>\n\n\n\n<p><strong>Bo\u017eovi\u0107: It turns out that there are no untouchables<\/strong><\/p>\n\n\n\n<p>SNP MP and member of the Inquiry Committee, Bogdan Bo\u017eovi\u0107, states that the state has finally started to function and that it shows in action that there are no untouchables.<\/p>\n\n\n\n<p>\"All the cases we have witnessed recently, I believe there will be more in the coming period. They show the depth of the crisis we were in as a society. Certain criminal structures completely infiltrated the security sector, the judiciary and the prosecutor's office, so that we did not know whether the people who work there really protect citizens and enforce the law or are part of criminal groups. It is truly devastating for a society. These are all inherited problems and I think we have successfully initiated some things. Some people have been prosecuted, and for which we thought it would never happen, although it does not represent any kind of surprise for me,\" said Bo\u017eovi\u0107.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/gradski.me\/wp-content\/uploads\/2025\/12\/Bozovic-1-1024x562.jpg\" alt=\"\" class=\"wp-image-893662\" title=\"\"><figcaption class=\"wp-element-caption\"><strong><em>Bo\u017eovi\u0107\/Photo: RTV Podgorica<\/em><\/strong><\/figcaption><\/figure>\n\n\n\n<p>Montenegro's problem, as he says, is resources, and that citizens must have more patience in this whole process.<\/p>\n\n\n\n<p>\"We must be aware of the resources available to the security sector and the prosecutor's office, and the power of criminal structures and how much time they had to infiltrate all institutions,\" Bo\u017eovi\u0107 said.<\/p>\n\n\n\n<p>According to him, foreign services certainly have an interest in influencing events in our country, as well as our service, which would have an interest in influencing events in neighboring countries.<\/p>\n\n\n\n<p>\"We could read that a criminal structure had its own man in the Serbian police in a certain sector, who collected very important information related to the work of criminal organizations. Unfortunately, this is not uncommon. Our institutions are on the move, which must be resistant to those influences and that professionals work in those places, and we must do our best, as the parliamentary majority, to ensure that these people have adequate conditions and wages,\" said Bo\u017eovi\u0107.<\/p>\n\n\n\n<p>He stated that there is no justification why Serbia does not extradite Svetozar Marovi\u0107 to Montenegro and why the statute of limitations is allowed.<\/p>\n\n\n\n<p>\"The question arises as to who allowed that man to leave Montenegro, and it is clear that there was an agreement. However, one should ask who allowed him to leave the country, and we know what he was accused of,\" said Bo\u017eovi\u0107.<\/p>\n\n\n\n<p>He points out that conducting vetting would be in favor of honorable police officers. Bo\u017eovi\u0107 states that it is inadmissible, despite all the evidence, that the statute of limitations is allowed in numerous cases and that in this way a bad message is being sent.<\/p>\n\n\n\n<p>\"The greatest responsibility lies with the government and we should not run away from it. We should do everything to fix these things, regardless of whether all these problems are inherited. A small number of people will understand the problems. Citizens are getting tired of arrests that have no epilogue. The announcement of the formation of the Special Court is a very important and important message, as is the establishment of an agency that will confiscate property acquired through crime,\" said Bo\u017eovi\u0107.<\/p>\n\n\n\n<p>He says that some things are changing for the better, that citizens feel safer compared to the previous period, but that it cannot be an ideal situation considering the problems that have been inherited.<\/p>\n\n\n\n<p>\"There will always be criminals and criminal groups, but we need to show that there is no tolerance for such actions. The previous government was recognized in some way for the fact that these things were tolerated. We have concrete data that in the most important institutions within the state system, people in responsible positions were part of criminal groups, and this shows that this allowed crime to infiltrate. However, I believe that there is a difference compared to the previous period,\" Bo\u017eovi\u0107 said.<\/p>\n\n\n\n<p>He states that they supported the application of vetting and that it should begin to be applied as soon as possible.<\/p>\n\n\n\n<p>He pointed out that until there is political will to introduce vetting, there will be no final verdicts.<\/p>\n\n\n\n<p>\"I can't say that we haven't moved from the deadlock. I definitely believe that we have to enter segmentally.
